Better Work involves the developmentof both global tools and country level projects. The focus is on scalable andsustainable solutions which build cooperation between government, employer andworker organizations, and international buyers. Improving labourstandards in global supply chains is an important part of a pro-poordevelopment strategy. Ensuring workers’ rights and entitlements are protectedhelps to distribute the benefits of trade. Better Work supports enterprises inimplementing the ILO core international labour standards and national labourlaw. This helps enterprises compete in global markets where many buyers demandcompliance with labour standards from their suppliers. Improved labourstandards also assist enterprises to be more competitive through higher productivityand quality. These benefits help build the business case and supplier supportfor improved labour standards. In Indonesia, Better Work is supported by Australia, the Netherlands,and Switzerland. It will initially focus on the export apparel sector with aview to adapt to other sectors. The program has three components: 1) Enterprise assessments on (a) the principles of the ILO Declaration coreinternational labour standards and Indonesian labour law, and (b) quality andproductivity;2) Enterprise advisory and training services designed to support practicalimprovements; and3) Stakeholder engagement and sustainability. OperationsManager will ensure the effective coordination of the
implementation of thecore services (assessment, advisory and training)
through timely provision ofinputs, effective oversight and supervision
of all project staff, collaboratorsand implementing partners, timely and
efficient delivery of outputs, andmonitoring and evaluation of the
project activities, in conformity with ILOpolicies, project strategies,
programming guidelines and administrative andfinancial procedures. The
Operations Manager will play an integral role inestablishing and
implementing the Better Work Indonesia Foundation, from whichit is
assumed the Operations Manager will take over the role as lead of
theFoundation in 2015. Supervisionand Guidance The position reports
tothe Better Work Global Operations Manager who is based in Bangkok and
receivesoverall guidance from the Programming and Country Support Team
and from theDirector of the ILO Country Office for Indonesia and Timor
Leste. Performanceis managed by the attainment of objectives. Duties
and Responsibilities: Coreservices coordination
- Lead the design, implementation of core services (assessment, advisory training), monitoring, evaluation and reporting through management functions, including provision of technical and administrative supervision to the project team.
- Ensure effective co-ordination of different elements and interventions in order to ensure the timely and effective implementation of the core services.
- Prepare periodic and ad hoc reports on the status of the core services.
- Manage the assessment, advisory and training services in a sustainable and efficient manner.
- Maintain quality and delivery of the core services.
- Monitor progress of the core services by reviewing, verifying and analysing workplans, and other reports required by BWI stakeholders.
Management1. Effectivelymanage human resources including recruitment, staff development and performancemanagement.2. Build
the capacity of the staff to ensure the coreservices are implemented to
expected quality standards and ensure effectivecoordination and
collaboration between the various project components.3. Contribute to
the establishment of the Better WorkIndonesian Foundation4. Provide
oversight in developing financialsustainability strategies of

- Provide support in recruiting new clients (buyers and factories) and maintain relations with current clients (buyers and factories).
- Develop networks to find potential collaboration activities to support BW activities.
- Contribute creative ideas for programme development.
- Oversee the development and approval process of sub-contracts, monitor the performance of sub-contractors and ensure timely implementation of sub-contracts.
- Provide input on the influencing agenda to strengthen the capacity of the relevant government, workers and employers organizations and other groups.
Nationality - Indonesian Education - Advanced university degree in economics, social sciences, or a relatedfield or the equivalent in professional work experience Experience – Minimum of5 years professional experience in relevant field of expertise. Languages - Excellent command of one working language of the officeand good knowledge of another official language of the duty station. Competencies: 1. Goodunderstanding of the principles of social dialogue, national labour law andregulations, corporate social responsibility, especially related to labourissues in global supply chains.2. Goodinterpersonal,
