1. Responsibilities
A. Project Implementation Monitoring
- Analyze and provide advisory about the implementing plan of the Implementing Agency to KOICA at the beginning of the project
- Monitor the progress of the project based on the Project Design Matrix (PDM) and, if need be, provide advices for adjusting PDM
- Report the monitoring result regularly based on PDM
- Provide timely and necessary inputs to the supervisor and Korean experts
- Monitor the performance of the implementing agency in the field
- Join various stakeholder meetings
B. Information Analysis and Report
- Support the Korean experts for situation analysis (stakeholder, problem, alternative, etc)
- Analyze the Indonesian situation during the implementation related to the project, e.g. institutional, market, in coordination with the Korean experts
- Collect and provide relevant institutional and technical knowledge and information in developing the pilot system in IRE
- Collect and provide various types of local information related to the project to KOICA and the implementing agency
- Produce the regular report to supervisor about project progress (monthly, quarterly, annually)
- Produce the reports and presentation materials that KOICA can use officially related to the project

C. Liaison between Korean and Indonesian experts
- Manage
communication between KOICA Indonesia Office, Implementing Agency from
Korea and Indonesian counterpart ministries and organizations
- Establish and maintain the regular communication with Korean experts for project implementation
- Facilitate the Korean experts’ activities in Indonesia by providing local information related to the project implementation
D. Others
- Provide
necessary information for the local procurement (does not have to be
equipped with technical knowledge on the procurement process in a legal
and administrative term)
- Join the relevant international conference or meetings held in Indonesia related to the project
- Provide other necessary support as requested from KOICA
2. Competences
A. Professionalism:
Good knowledge of a wide range of road and traffic issues in Indonesia,
Sound knowledge on information technology especially related to the system development, good knowledge of road and traffic management is desirable. good
knowledge of institutional & bureaucratic mechanism of Indonesian
government regarding road and traffic policy, good knowledge of private
sector in Indonesia related to road and traffic information management,
capacity to maintain effective partnerships with relevant stakeholders
in Indonesia, Proven understanding of the relevance of information and
data management, good understanding on the road and traffic information
management trend in a global level
B. Planning and Organizing:
Manages the goal and outcome, output effectively and efficiently,
adjust priorities as required, allocate appropriate amount of time and
resources for completing work, foresee risks and allows for
contingencies when planning, Monitor and adjusts plans and actions as
necessary, Uses time efficiently
C. Communication:
Speaks and writes clearly and effectively, Listens to others, correctly
interprets messages from others and responds appropriately, Asks
questions to clarify, and exhibits interest in having two-way
communication, Tailors languages, tone, style and format to match the

D. Multicultural:
Accustomed to work in a multicultural circumstances, Well understands
the situation and manage good relations with colleagues, Behave in a

3. Education
An advanced university degree (Master’s degree or equivalent) related to Information communication technology such as computer or system engineering, electronic engineering, etc.
4. Work Experience
A minimum 7 years of responsible experience in road and traffic management or related field
Experience contributing to the development of policies or strategies
related to the implementation of road transport management
Experience involved in SI project or system development
Proven experience in the strategic planning and analysis
Previous experience team-working is required.
5. Languages
Fluent English for both verbal and written communication
6. Assessment Method
Evaluation on the qualifications by documents submitted, which will be followed by interview in KOICA Indonesia, Jakarta.
7. Documents to be submitted
Cover letter, CVs including references for all applicants
Once qualified as the interviewee, the applicant should submit his or
her own working plan in detail, based on the understanding about the
project information attached hereof. The requirements for the
working plan are:
- 5-7 pages using MS Office 2007 or higher version
- Times New Roman, font size shall be 20 pt for Title and 12 pt for Body
- 1.5 space
- Include the analysis on the project, working plan and applicant’s own expectations on the job position
Also,
the interviewee should submit career evidences (e.g. reference letter)

Project Summary
Project Title Establishment of Master Plan and Pilot System for Road Data Center Operation
Goal To
promote road infrastructure by enhancing the level of road and traffic
data service of the Indonesian government. The project shall especially
focus on suggesting the integrated model of road and traffic data
management in a feasible way
Objective To establish the Master Plan for the integration of the road and traffic data management
To establish the pilot system of integrated road and traffic data collection and management

Works Scope of the Project
A. Establishment of the Master Plan
The
Master Plan shall include the situation analysis on stakeholders, mid-
and long-term road map for Indonesia road and traffic data operation,
suggestion on organizational system, functions and regulation, future
implementation plan, and conceptual design of the pilot system.
B. Establishment of the Pilot System
The pilot system will be conducted in Bandung. Korean experts shall provide the necessary equipment,install field devices, develop an integrated application for each organization concerned according to the plan.
C. Workshop and Training Program for Capacity Building
There
will be 5 times of Workshop in Indonesia regarding the process of
developing master plan and pilot system, also another 2 times of
training in Indonesia.
