Millennium
Challenge Account - Indonesia (MCA-Indonesia) is a trustee institution
that represents the Government of Indonesia to implement a five-year
(2013-2018) Millennium Challenge Corporation's
Compact Program, a major pillar of the United States-Indonesia
Comprehensive Partnership and the largest single pledge made by the
United States to Indonesia to date.
MCA-Indonesia
has three projects under Compact Program: Green Prosperity,
Community-based Health and Nutrition to Reduce Stunting and Procurement
Modernization. Our projects are designed, managed
and implemented by Indonesians, for the Indonesian people. Our most
important development work happens where it should be: the districts and
the villages.
Our
goal is to reduce poverty through economic growth. Our program is
country-driven, reform-centered, and results-focused in order to
maximize its effectiveness and long-term sustainability.
The
Procurement Modernization Project aims to accelerate the Government of
Indonesia’s procurement reform agenda, in order to achieve cost savings
and efficiency on procured goods and services.
The savings should lead to greater provision of goods and services to
the economy, which will positively impact economic growth.
To reach the goal, MCA-Indonesia is seeking highly dynamic and deliverable-oriented professionals for a better Indonesia :
Director, Procurement Modernization Project
Reporting
to the Deputy Executive Director for Programs, the Procurement
Modernization Project Director manages all activities related to the
Procurement Modernization Project (PM Project).
Duties and Responsibilities:

Manages
the Implementing Entity Agreement between MCA-Indonesia and the
National Office of Procurement Policy (LKPP) and ensures that the
parties adhere to the terms of the agreement.· In coordination and cooperation with LKPP, prepares and executes a detailed Implementation Plan for the PM Project and contributes to the development of Terms of Reference (TOR) for PM Project related procurements.
· Serves as the primary liaison between MCA-Indonesia, LKPP, MCC, and outside entities on all activities related to the PM Project and facilitates the smooth interplay between and among all parties.
· Participates in the preparation and review of all relevant PM Project documents including all reporting requirements under the Compact.
· Coordinates with the Procurement Director and oversees the procurement and subsequently manages all consulting and goods contracts needed to implement the PM Project.
· Consolidates and keeps records of all PM Project procurement activity and reports on the progress of this activity.
· Provides all necessary approvals for the PM Project as provided in the Implementing Entity Agreement.
