poverty, vulnerability and inequality.

JOB PURPOSE:
Support the development and delivery of Oxfam?s and partners? national
campaign and advocacy works, with a strong link to Oxfam?s global
campaign, especially the food justice campaign (GROW Campaign) whose
focus, in Indonesia, are on building movement, promoting policy and
practice changes and investment to support small-scale food producers. The
job holder will work closely with Oxfam?s partners, Oxfam staff at area
offices and affiliate offices both at regional and global levels. S/he
will play a role as programme/campaign officer, convenor and facilitator,
and to some extent public and social media campaigner. S/he will also
contribute in building the capacity of Oxfam staff and partners in
advocacy and campaign and project management. S/he will directly report to
an Advocacy & Campaign Coordinator.

Advocacy Officer with a real commitment to gender equality and
International aid and development background. This post will be based in
Jakarta for fixed term contract 12 months.

KEY RESPONSIBILITIES:

Campaign Strategy and Delivery
Support the Campaign and Advocacy Coordinator to develop and implement
the national campaigns, in particular the food justice campaign (GROW
Campaign), in consultation with partners, - and the country programme
teams, and in communication with Oxfam?s regional and global stakeholders.
Be responsible for reviewing partners? financial and narrative reports,
and support partners where needed to ensure high quality reporting, with
support from Campaign & Advocacy Coordinator and MEL Coordinator.
Assist the Campaign & Advocacy Co-ordinator in preparing regular reports
and updates on the implementation of the national campaign strategies and
programs and projects for donors and Oxfam internal purposes , with
support from MEL Coordinator, Reporting officer and Program assistant.
Assist the Campaign & Advocacy Co-ordinator in managing and coordinating
internal and external financial and other resources to implement agreed
campaign strategies and plans, with close coordination with Finance
Officer and Program Assistant
Support the development of Oxfam?s policy positions related to national
campaigns issues.
Support the implementation of the overall economic justice programme and
campaign strategy in Indonesia

Advocacy/Lobbying
Assist the Campaign & Advocacy Co-ordinator to represent Oxfam and
communicate Oxfam?s views to a wide range of actors, including
governments, regional institutions, civil society organisations and media.

Network and Alliances and Capacity Building
Support Campaign and Advocacy Co-ordinator in to develop and maintain
relationships with key national actors (CSOs, Government, UN, Donors,
Private sector, Media) in Indonesia and to promote joint action on
Economic Justice campaign work where appropriate.
Provide support to campaign partners and allies in developing effective
advocacy strategies that contribute to the Economic Justice programme and
campaign strategies and Oxfam Indonesia?s JCAS (Joint Country Analysis
Strategy).
Support Campaign & Advocacy Co-ordinator in to lobby external targets in
line with the objectives of the campaign and Oxfam?s position in
Indonesia, where appropriate.

Media and Public Campaign
Be responsible for day to day management and implementation of public
campaign works, including the administrative side of project
implementation.
Play a key role in Oxfam?s social media campaign.
Work together with the media team to promote Oxfam?s and partners? works
and advocacy messages to the national media.
Contribute to efforts to produce communication materials to portray EJ
works and the positioning of Oxfam in Indonesia

Other:
Be the focal point for day to day management of and communication with
national partners.
Help to ensure that gender perspective is applied across all levels of
planning and implementation.

SKILLS AND COMPETENCIES:

Have bachelor degree from reputable university in Economics or Development
or relevant subjects.
Sound understanding of policy issues that affect poverty, inequality and
food security in Indonesia.
Proven experience and understanding of the current international
development issues, especially economic development and poverty in the
East Asia region.
Proven experience of public campaigning works, including through the
social media.
Proven advocacy work and ability to negotiate and agree policy positions
amongst different stakeholders
Proven experience and skills in planning and implementing campaign
strategies through multi stakeholders collaboration.
Good insight and contacts with major actors on Economic Justice issues
(CSOs, NGOs, journalists, Govt, Private sector)
Excellent communication skills for lobbying and media work. Ability to
communicate complex issues in a clear manner
Proven record of development of staff and partners advocacy and policy
skills
Strong interpersonal skills and ability to work well and flexibly in
hard-working, multi-disciplinary teams based at different locations.
Ability to manage complex workloads and deliver outputs to agreed
deadlines
Demonstrable understanding of gender and diversity issues and proven
commitment to and evidence of promoting gender and diversity equity.
Fluency in written and spoken English is essential.
