Maluku
Mercy Corps Indonesia is currently
implementing the second phase of its Spice Up the Deal (SUD) program in Maluku,
which was launched in November 2013 and will end on 31 October 2015. SUD
applies a Making Markets Work for the
Poor (M4P) approach to developing the Maluku spice market. SUD Phase II is
a two-year program designed to scale up the impact of SUD Phase I, continuing
to foster systemic changes to develop equitable nutmeg and clove markets in Indonesia’s Maluku Province.
The program works with farmers, traders, and other key actors involved in the
production, processing, trade and export of nutmeg and clove on the islands of Ambon and Seram. The goal of the program is to improve
the ability of the spices value chain to benefit poor farmers and increase
their income through increased production, improvements in quality, and
fostering ‘win-win’ business relationships between farmer groups and buyers. To
achieve this goal the program supports the establishment and capacity building
of farmer business groups, facilitates linkages between these groups and
potential buyers and service providers, and supports the Maluku Spice Council
to fulfill its role as a business hub for the spice sector.
Program
Manager – SUD II
The Program Manager will be
responsible for all aspects of program implementation for the SUD program in
Maluku. Responsibilities include: supervising a team of three program officers;
budget management; planning, monitoring and evaluation; reporting; coordination
with various stakeholders; and donor relations. Close engagement with, and/or
capacity building of farmer business groups, private sector actors and local
government is critical. S/she will be
able to apply facilitation techniques that are central to the Making Markets Work for the Poor (M4P)
approach of market development and that aim to trigger systemic changes that
will benefit spice farmers and be sustainable beyond the duration of the
program. S/he will spend considerable time at program sites to monitor program
quality and compliance.
Qualifications:
·
University
degree, preferable in social sciences, rural development, economics, management;
· 3+
years’ experience working in development programs with strong emphasis on
economic development in rural setting; experience in agricultural value chain
development preferred;
·
Proven
project management skills, including financial/budget, operational and HR
management skills;
· Experience
working effectively with diverse stakeholders, including communities, farmers,
private sector actors, local government, and donors;
·
Strong
writing skills (in English), including demonstrated ability to write quality
reports;
·
Ability
to take initiative, to anticipate and solve problems; and to work independently
on multiple tasks with limited supervision;
·
Strong
English language skills.
·
Computer
literate, familiar with Word, Excel, Powerpoint, and internet.
