Vacancy at Tanoto Foundation - Early Childhood Education Specialist (Riau based)


Tanoto Foundation(www.tanotofoundation.org) is a not-for-profit foundation which strives to be a center of excellence for facilitating and improving access to quality educationand to empowerment opportunities that contribute to poverty reduction. The Foundation currently runs a number of philanthropic programs in Indonesia ranging from scholarship, teachers training, school improvement programs, research support, to small business development.

Early Childhood Education Specialist (Riau based)

Job Summary
The Early Childhood Education Specialist (ECE Specialist) will be supporting the implementation and management of entire Early Childhood Education (Pendidikan Anak Usia Dini/PAUD) Program in Tanoto Foundation and its corporation partners under overall guidance of Pelita Pendidikan Program Manager and in collaboration with the Regional Program Manager and other Specialist.

Pelita Pendidikan is a multi-year school development program currently implemented in several provinces of Sumatra. This program has been implementing since 2010 and now entering 2014 fiscal year of implementation periods. The ECEC will provide overall supports of PAUD (Early Childhood Educcation) program activities, including but not limited to facility-based quality assessment, infrastructure improvement, capacity building for caregivers, and improved operations-management of the facility for sustainability purpose. In general, the ECEC will be responsible for, including but not limited to, develop and manage PAUD Program within TF Implementation site (Jakarta, Riau, Jambi and North Sumatera), developing training manuals/modules as required, deliver training, provide technical assistance for team and counterparts, ensuring quality of the training program achieved, communication and coordination with BU/BG, Counterparts and Beneficiaries; Monitoring and
Evaluation activities, and strengthening branding of Tanoto Foundation in the areas/sites.

Responsibilities:
Program Design and Development
1. Under supervision of Early Childhood Education Coordinator, to design and develop implementation and focus strategy of Tanoto Foundation PAUD program align with vision and mission of Tanoto Foundation, including but not limited into access to PAUD facility, Quality of Education in PAUD, and the system that enabling long-term sustainability of PAUD Facilities.
2. Responsible to quality improvement of caregivers capacity that suitable with Tanoto Foundation implementation strategy, including but not limited to:
• Conduct assessment on current condition of caregiver’s capacity and competency within implementation areas.
• Conduct desk review on best practices in caregiver’s training, from national level (MOEC, national training providers, Private training providers), international level (International Organization/Agency, international Publication, etc)
• Develop training modules/manuals of caregiver’s training (parenting, nutrition, child development, etc) that fits with key strength of Tanoto Foundation
• Facilitate training into targeted groups/schools, including organize training/capacity building, to address the sustainability of PAUD operation
• From time to time, evaluate the modules/manuals to fit in into dynamic changes within education sector in Indonesia (Curriculum, Long-term Education Policy, Government Strategy focus, etc)
• Identify authorized agency to measure (certify) the competency of caregivers and link the supported caregivers to obtain competency assurance
• Promote access to external training or advanced education, including sponsorship, to advance the competency and capacity of caregivers for PAUD sustainability

3. In collaboration with other Program Specialists (Environment, Construction, CSR), developing strategy that comprehend multi-focused/thematic issues that align with the Tanoto Foundation implementation strategy, including but not limited to:
• improve PAUD facilities to meet minimum standard of services as per government regulation and policy,
• provide inputs and insight into other program component related to modules/manuals/training strategy that will be delivered in the program,
• incorporate issues/focused key message from other program into Caregiver’s training and how to apply it into daily teaching and learning activities

4. Collaborate with other Program Specialists, Senior Program Officer of Pelita Pendidikan to align with the overall goal of of the Pelita Pendikan Program, including to optimize the existing resource of Pelita Pendidikan Program for maximizing impact and sustainability.

Program Implementation and Quality Assurance
1. To be responsible in implementing/delivering caregiver’s training program according to the implementation strategy of Tanoto Foundation.
2. To be responsible in monitoring and evaluation the output and impact of the training as stated in TOR, including to ensure the training content is delivered and the beneficiaries is satisfied.
3. To ensure the quality of training activities and the content of the training is aligning with the Tanoto Foundation standard training modules/manuals, implementation strategy, and focused of program focus.
4. In coordination with RPM, to ensure that all training schedule is well coordinated with Regional Project Officer and/or Training Specialist and/or CSR Specialist; which the timeline is planned and delivered according to the work plan.

Monitoring and Evaluation
1. In collaboration with M&E Unit, developing monitoring and evaluation tools for impact on caregiver’s training programs and other interventions.
2. To make sure that the result of the training is implemented by the caregivers post training activities, including providing a regular mentoring to the caregivers
3. To support the development of impact evaluation tools of the program and impact evaluation activities, if required.
4. Periodically submit monitoring result to PPPM regarding improvements of PAUD Program in entire Tanoto Foundation sites, based on monitoring tools developed.

Others
1. Perform other relevant duties as reasonably assigned by the immediate supervisor or Management of Tanoto Foundation.
2. Support the process of the following projects:
• Identification of Human Interest Stories and/or other inspiring stories to be submitted for to Corporate Communication Department.
• If required, collecting baseline and needs assessment data for a new program initiative (daycare center/ 3Es in Asian Agri), Pelita Pendidikan and RGE Schools.

Duty Station and working condition:
Early Childhood Education Specialist will be based in Tanoto Foundation Riau Office, with 60 % of time to travel to other area/site (Jambi, Riau, North Sumatera and Jakarta).

QUALIFICATIONS

1. Minimum of Bachelor Degree majoring in Education Program or any other relevant education background that match with Program from reputable university.
2. A minimum of 5 years experience working in humanitarian or social business (NGO/INGO), with extensive experience in Early Childhood Care and Development/Education. Experience in large scale program (both coverage and budget management) would be advantageous.
3. Has outstanding experience in developing training modules/manuals and facilitating training for the community that have various educational background
4. Has familiarity to develop program frameworks and ensure the implementation of program framework
5. Proven experience in liaisons with stakeholders and counterparts. Having monitoring and evaluation of education program expertise would be advantageous.
6. Demonstrated ability to achieve results, including team building – could work independently and as team player
7. Strong communication skills, ability to communicate in English (both oral and written) is desirable.
8. Able to do multi-tasking, working in high pressure to meet results, working with minimum supervision and multi-cultural environment.
9. Willing to do long-travel into very remote areas with minimum facilities and supervision.
10. Able to use computers and MS Windows Applications (MS Word, MS Excel, MS Power Point) and internet.
11. Able to drive motorcycle or vehicle (excellently) is desirable.
