Background
United
Cities and Local Governments Asia Pacific (UCLG ASPAC) is one of the eight
Regional Sections of the United Cities and Local Governments (UCLG) which is
based in Jakarta, Indonesia. UCLG is the largest association of local
governments in the world and the officially recognized voice of local
government by the United Nations. The Asia and Pacific region is the biggest of
the eight sections in UCLG with linkages to more than 7.000 local governments.
It represents well over 3.76 billion people–more than half of the world
population- and incorporates economically fast developing countries such as
China, India and Indonesia.
UCLG
ASPAC is the key knowledge management hub on local government issues in the
Asia-Pacific region. It promotes democratic local government, supports
cooperation between cities and their associations, and facilitates programs,
networks and partnerships to develop the capacity of local governments and the
associations. Moreover, UCLG ASPAC represents local governments politically
within the international community, and with the United Nations and its
agencies. It also promotes inclusive societies which safeguard equality, social
and economic justice, and sustainable community development. UCLG ASPAC is
engaged in all relevant thematic fields for nurturing sustainable development
comprising poverty alleviation, climate change, decentralization, local finance
and MDGs.
Context
and Objectives:
ESCAP
and UCLG-ASPAC have shortlisted four cities in Indonesia for hosting a
waste-to-energy pilot that is aimed at converting the organic fraction of
municipal solid waste into biogas through the process of anaerobic digestion.
Key success factors for implementing the pilot will be the identification of
sources of relatively clean organic municipal waste (e.g. waste from vegetables
markets or slaughterhouses), the choice of an appropriate location for the
plant, and the existence of a reliable source of demand for the biogas
generated from the project or its products.
To
this end, a consultant (or team of consultants) will be engaged to conduct a
baseline survey study in each of the cities shortlisted. The study will have
the following objectives:
- Provide an overview of the city and main features of its municipal solid waste management (MSW) sector;
- Identify and characterize in detail possible locations that could be the source of feedstock to the waste-to-energy pilot;
- Identify and characterize possible locations for hosting the waste-to-energy pilot within the local government’s jurisdiction;
- Identify and characterize possible end-users of the biogas/electricity generated by the plant.
Approach and timelines:
A
baseline survey study will be conducted for each of the cities shortlisted. The
study should follow the template provided by UCLG-ASPAC and be composed of two
parts.
Part I will address objective #1
stated above and consist of an in-desk review based on sources of information
that are readily available. This data can be complemented and/or verified in
direct consultations with relevant stakeholders in the cities.
Part II will consist of an
empirical study that will address objectives #2, #3 and #4 stated above. For
this purpose, the consultant is required to conduct field missions to the
cities in order to obtain primary data and also for consultations with relevant
stakeholders. It is required that the consultant follow the template provided
by UCLG-ASPAC as closely as possible.
Each
baseline survey study should be submitted in two drafts. The first
draft should be prepared after the conduct of at least one visit to a
city, and it should propose a list of candidate locations of sources of waste
that could be treated by the waste-to-energy facility, as well as possible
locations of the plant. It is expected that these locations can be briefly
characterized in the first draft of the study.
After
the first draft is submitted, a fact-finding mission to each of the cities will
be conducted by a delegation from ESCAP and UCLG-ASPAC. On this mission
consultations will be held with local stakeholders, the proposed locations in
the first draft will be inspected, and a final shortlist of those locations
will be decided.
On
the shortlisted locations that are sources of waste (e.g. a market, a school,
etc.), the consultant will have to prepare a detailed assessment of the
physical composition of the waste and quantities generated, based on the
guidelines of Annex I of the baseline study template. The results of this
assessment should be presented in the second draft of the study,
which is expected to be its final version.
Tentative
timelines for preparing this assignment are as follows:

Each
baseline study should be prepared in English and in close
consultation with ESCAP and UCLG-ASPAC. Relevant stakeholders in the city where
the study is being carried out should also be involved and consulted in the
process of preparing the study. It is suggested that at the start of the
assignment, the consultant can identify a focal point on behalf of the local
government authorities who can facilitate in obtaining background information
and liaising with relevant stakeholders.
