BACKGROUND 
Komisi Informasi Pusat (KIP) has improved its service in handling transparency of public information disputes. Recently, KIP has more than 25 local offices at the provincial and district levels. However, KIP does not have an integrated case management system yet that can track the process of public information disputes both at the central and provincial levels. The integrated and automated system is needed to monitor the performance of KI in each area. Both central and district KIs are expected to be able to monitor all cases of public information disputes through the system. The integrated case management system will allow for analysis to determine which public institutions have already applied information disclosure laws.
In this regard, MSI-SIAP 1 plans to support KIP in enhancing its capability of case management in support of both central and provincial-level Commissions. As a prelude to developing the case management system, MSI-SIAP 1 seeks to hire a Consultant to assess the technical requirements required to develop its system and develop a case management systems action plan. Moreover, the Consultant will assess the initial database system in order to gain insights that need to be addressed in drafting the Standard Operating Procedures (SOP) of the new system. The draft of requirement on the new system and SOP is expected to become a basis in establishing the integrated case management system.  

 
SCOPE OF WORK:
A.     Objective:  
The scope of work of the activity is to support KIP by providing recommendation on design and technical requirements for the case management systems, and SOP based on the assessment of the initial system and database that will be needed in developing the case management system. The output will be a design of the case management systems with technical requirement included, and SOP in order to establish an integrated case management system that will be used for KI both in central and provincial commissions.
 
B.     Activities:
1.     Five (5) days for:
a.       Review and assess the initial KI offline case management practices
b.      Review other materials related to the procedure of the case management
c.       Meeting with KIP IT staff and legal consultant (hired separately) in order to gain inputs on case management system
 
2.     Ten (10) days for:
a.       Drafting design of the integrated case management system and its technical requirement which could:
1)     Be a web-based application;
2)     describe tasks for each personnel that relates to tasks, functions, and authorities of KIP in responding to the complaint or case ;
3)     track and show the status and progress of the complaint handling, from open case until case closure, including information status information (“dashboard”) for KI both in central and provincial level.
4)     make all data easily analyzable.
b.      Drafting initial SOP in reference to the proposed design of the case management system, which include:
1)     detailed descriptions on procedure, responsible personnel, function, and authorities of KIP in responding to the complaint or case both in central and district level;
2)     detailed descriptions on the monitoring systems, and trouble-shooting procedure.
c.       Present the integrated and automated case management system design and SOP to KIP and MSI SIAP 1 for approval
 
3.     Five (5) days for:
a.       Refine  and present the final recommendations and SOP to the KIP and MSI SIAP 1.
b.      Drafting short paper as a guideline for the next technical consultant (tasked with implementing the system)
 
 
DELIVERABLES
1)     Report of analysis on the KIP current case management practices
2)     Meeting reports with the KIP
3)     Design and technical requirement of new integrated case management system
4)     SOP of the integrated and automated case management system with detail as follow:
·   Detailed descriptions on procedure, responsible personnel, function, and authorities of KIP in responding to the complaint or case both in central and district level;
·   Detailed descriptions on the monitoring systems, and trouble-shooting procedure.
5)      Short manual book as a guideline for the next technical consultant
Qualifications
1.      Be a professional consultant in case management system with at least 5 years experience
2.      Has a good knowledge and experience in case management system audit
3.      Demonstrated experiences in developing SOPs.
4.      Has a good communication and good personalities
5.      Has an experience working with government agencies is preferred
