Consultancy For SLP Forest Management & Jurisdictional
The Sustainable
Landscapes Partnership (SLP) is an innovative public-private partnership in
Indonesia that brings governments, communities, businesses, and
non-governmental organizations together to develop and test new approaches to
land use planning and management. It is
aimed at creating sustainable agricultural economic opportunities, while
maintaining natural capital and avoiding deforestation and associated
greenhouse gas emissions.

Tasks and Deliverables
Key Aims:
The consultant will support various
policy/ground interventions and develop a work plan for implementation of
elements with a detailed focus on the key districts of Mandailing Natal,
Tapanuli Selatan and Tapanuli Utara Districts and with a long-term vision for
replication across the North Sumatra Province and potentially, other regions in
Indonesia such as West Papua.
All conservation efforts and
protected area strategies will have to be designed and implemented as part of
larger Low Emissions Development and Jurisdictional REDD+ framework. The consultant will ensure cross-sectoral
alignment with the district Strategic Environmental Assessments, Forest
Management Units, community conservation agreements and other district forest
conservation programs.

Key
Responsibilities:
The key focus for this consultancy will be to support the
implementation of management plans for the existing pilot Forest Management
Unit (FMU) in Mandailing Natal (Madina) and development any proposed FMUs in
North and South Tapanuli. The Madina FMU
will prove a model template with the aim to replicate the model elsewhere in
SLP priority landscapes.
These management plans will provide a template for a
potential public-private partnership to implement sustainable forestry
practices with clearly defined sustainable harvest levels that provide economic
benefits while protecting high conservation value areas. Additionally, the management plans will also
estimate total carbon benefits to give investors an idea of total forest
ecosystem biomass and carbon pool by forest type, age class and successional
stages.
The consultant will also support SLP
on issues relating to forestry and REDD+ initiatives in the focus landscapes of
North Sumatra and West Papua. Additional
cross cutting issues with the regards to program design, management and
implementation will also be supported.
All proposed work will be done with close consultation with SLP Senior
Policy advisor, Ministry of Forestry agencies (BPKH and Dinas Kehutanan) like
National Park Authority, Natural Resource Conservation Unit and other relevant
government agencies in the SLP landscapes.
The Consultant is expected to travel
to the field sites to work together with relevant agencies
Qualifications &
Experience
Applicants
should have a tertiary degree in natural resource management with at least 5 to
10years of experience in Indonesian forest management and policy. A
demonstrated knowledge of Forest management and climate change issues/REDD+ in
Indonesia is imperative. The consultant will have managerial experience to
implement projects to international best practice guidelines in forestry
management and REDD+.
Time
frame for consultancy
It is anticipated that the
Consultant will conduct this work between 28
December 2014 and 15 April 2015 with at least 2 intermediate milestones (to
be proposed by the consultant at start) prior to deadlines.
