STBM Coordinator for SNV Rural WASH programme

Our Water and Sanitation (WASH) Program – Rural

SNV began activities in the WASH sector in Indonesia in 2013. The Rural Sustainable Sanitation and Hygiene for All programme will benefit 220.000 persons living in the rural areas of the Lampung Province (Tanggamus, Lampung Selatan and Pringsewu districts), by supporting the Local Government in rolling out the national STBM (Sanitasi Total Berbasis Masyarakat) programme. 

To support the programme implementation, SNV requires a highly qualified candidate to fill the post of STBM Coordinator.

Position Summary:

The STBM Coordinator is responsible for strengthening the capacity for the steering and implementation of sanitation demand creation activities at scale of the program clients at district, sub-district and community level in the program areas. The STBM Coordinator creates momentum for change related to elimination of open defecation and advancement of the existing situation into the higher sanitation ladder(s) by promoting and building capacity for broad coverage.

Responsibilities

1)    Assess the capacity of relevant line agencies;
2)    In coordination with STBM Coordinator– Lampung Selatan and CLTS Coordinator – Tanggamus, process to develop Sanitation Demand Creation toolkits;
3)    Undertake training of trainers and direct training of facilitators for demand creation activities;
4)    Plan, develop, and conduct STBM training workshops for a range of audiences;
5)    Identify government entities with the capacity to ensure scalable service delivery;
6)    Build the capacity of district and sub-district level implementers to ensure effective implementation at scale;
7)    Monitor and evaluate the effectiveness of STBM implementation by stakeholders operating at various levels;
8)    Manage the implementation of STBM workshops by trained facilitators;
9)    Coordinate with Behaviour Change Communication (BCC) and Sanitation Supply Chain (SSC) advisors to ensure demand and sustainable supply of sanitation facilities and services in the program areas;
10) Provide technical support for post-triggering activities including the provision and communication of informed choice material;
11) Develop post-ODF plans and identify follow-up activities;


Deliverables
The STBM coordinator in Pringsewu will be responsible for delivering the following outcomes/products:

1.    Progress on the Local Government capacity to:
a) Steer sanitation demand creation at scale in Pringsewu
b) Implement sanitation demand creation (STBM) with quality
Progress will be measured yearly against baseline assessment (score card method)

2.    Increase on the number of people of the 24 targeted villages in the Pringsewu district that:
a.     Have access to an improved sanitation facility
b.    Use and maintain their sanitation facilities
c.     Practice hand wash with soap
d.    Handle safely domestic water and food (at the household level)
e.    Handle safely solid waste (at the household level)
f.      Handle safely domestic liquid waste (at the household level)
Progress will be measured yearly against baseline assessment (sanitation and hygiene ladder approach)

3.    Improved sanitation situation in 15 primary schools based on agreed indicators, including progress on Menstrual Hygiene Management
 
4.    Adaptation and/or development of a demand creation strategy and support materials that balance the national STBM standards with the cultural and geographic context of Pringsewu and that include /target those lagging behind, the most vulnerable groups and women
 
5.    Monthly reports of the programme’s progress in Pringsewu and contribution to the overall biannual progress report 



Candidate profile

§  Bachelor or Masters degree in related field;
§  At least 5 years of experience working for international organizations in a CLTS, STBM or demand creation advisory capacity;
§  Demonstrated knowledge of STBM approaches and methodology and experience leading sanitation demand creation activities
§  Excellent facilitation and communication skills;
§  Knowledge and skills in project planning, implementation, and monitoring and evaluation (M&E);
§  Experience working with local communities and government agencies at national, provincial, and local levels;
§  Advanced facilitation, communication and negotiation skills
§  Ability to work independently and with the team
§  Good organizing skills and interpersonal skills, with a mature attitude
§  Initiative and creative in solving problems
§  Reliable and trustworthy
§  Good command of spoken and written English
§  Good computer skills (Ms. Word, Ms. Excel, Ms. Power Point, Internet and E-mail)


Duty station: Pringsewu district in Lampung Province, with frequent travels to sub-districts and villages of the designated district.

Contract duration: 1 year contract with the possibility of extension.
