Background
|
In
the international development cooperation arena new ideas and new forums are
emerging and there is growing opportunity for Indonesia to engage.
Indonesia
is a crucial contributor to a range of development cooperation forums both
bilateral and multilateral. The National Planning and Development Agency (Bappenas)
through the Directorate of International Development Cooperation (IDC) has a
new mandate to drive Indonesian engagement in international development
cooperation forums.
Indonesia
is in a position to contribute, ideas, policy innovation and practical
solutions to other developing countries. Indonesia has committed to be
involved in some of international forums, such as:
a) Global
Partnership for Effective Development Cooperation (GPEDC)
The GPEDC supports and
monitors development cooperation to ensure it achieves the maximum impact in
eradicating poverty and building better lives. The GPEDC emerged from an
agreement reached at the Fourth High Level Forum on Aid Effectiveness in
Busan, Korea, in 2011. Indonesia
contribution includes one of the co-chairs (Minister Armida). Indonesia also leads on the “knowledge
sharing” work stream. This Knowledge Sharing initiative will be embedded in
the government policy of development cooperation.
b) G20
The Group of Twenty is
a forum where leaders and ministers from 20 major economies including
Indonesia, come together to discuss global economic challenges. Indonesia has strong involvement in this
forum including in the G20 development agenda. In particular, Indonesia has valuable
experience to offer from its response to the financial crisis. Bappenas is a focal point for G20
Development Working Group that is responsible for advocating ideas to support
strong, sustained, and balance growth and to reduce poverty gap. Currently,
Indonesia sits as member of G20 Steering Committee for accountability that
oversees development agenda and assess its accomplishments.
c) South-South
and Triangular Cooperation (SSTC)
South-South
cooperation is a useful mechanism for sharing knowledge about development
challenges between developing countries.
Indonesia has been an active participant in South-South cooperation
since 1981. In 2012, Indonesia hosted
the High Level Meeting: Towards Country Led Knowledge Hubs and committed to
being a country-led knowledge hub on democracy, macroeconomic management and
poverty reduction. Bappenas plays a key role in the coordinating the National
Coordination Team for South-South and Triangular Cooperation and Indonesia’s
South-South agenda.
d) Organisation
for Economic Co-operation and Development
The OECD provides a
forum in which governments can work together to share experiences and seek
solutions to common problems. Through working with governments to understand
what drives economic, social and environmental change and set international
standards on a wide range of things.
e) United
Nations Development Cooperation Forum
The biennial
high-level Development Cooperation Forum (DCF) is one of the principal new
functions of a strengthened Economic and Social Council (ECOSOC). Indonesia is
actively involve and shares varies of development issue and solution that
contribute to developing countries during regular DCF meeting.
f). Global
Green Growth Institute (GGGI)
GGGI is a new international organization established to
be an open, global platform to support experimentation and collective
learning by developing countries seeking to leapfrog the resource-intensive
and environmentally unsustainable model of industrial development pioneered
by advanced economies in an earlier era.
GGGI is dedicated to pioneering and diffusing a new
model of economic growth in developing and emerging countries, known as
“green growth,” that simultaneously targets key aspects of economic
performance, such as poverty reduction, job creation and social inclusion,
and those of environmental sustainability, such as mitigation of climate
change and biodiversity loss and security of access to clean energy and
water.
Indonesia is
one of the 18 founders of
GGGI. Former President of Indonesia, Mr. Susilo Bambang
Yudhoyono currently sits as GGGI Chair of Assemble and Chairman of Council.
This provides Indonesia with a strategic dual role to (1) guide the direction
of GGGI institution, and (2) formulate GGGI’s program planning for Indonesia.
To this end, Bappenas through the Directorate of International Development
Cooperation is setting up Indonesia’s cooperation and roles in GGGI.
g). UN Process on Post 2015 Development Agenda and Sustainable Development Goals Process
The
Post 2015 development agenda, where the President of Indonesia becomes one of
the prominent persons, have published its report and propose indicators. On
the other hand, the Government through Ministry of Foreign Affairs and
Bappenas also involved in the negotiation of Sustainable Development Goals.
The process work on from the Rio+20 documents that discussed the important
Goals further.
h). Inter-governmental Expert Comitee of Sustainable
Development Financing (IECSDF)
Establised based on based on the UNGA resolution 66/288-Outcome Document of Rio+20, to prepare a report proposing options on
an effective sustainable development
financing strategy ‘to
facilitate the mobilization of resources and their effective use in achieving
sustainable development objectives’. The final task of the group is to
submit report and recommendation to
the President of GA, as well as to update GA on the progress of work at the
68 session of the GA. Th
IGEC-SDF responsible for some areas (Assess financing needs, Consider the
effectiveness, Consistency and
synergies of existing instruments and framework, Evaluate additional initiatives). Consist of 30 experts from regional groups, and will elect 2 co-chairs
during the 1st meeting. It will have 5 meetings (Inaugural meeting in 3 days and 4 - 5 days meetings). Draw support from UN System, coordinate
with other relevant inter-governmental process (Open WG on SDG). Indonesia represented by The National Development Planning Vice Minister
to be one of the experts.
IGSDF: The Committee will submit to the President of the General
Assembly its report and
recommendations proposing options on an effective sustainable development
financing strategy, by the second semester of 2014.
The
Directorate of International Development Cooperation manages Indonesian
engagement in these forums and prepares briefings, concept notes, background
papers and others documents required for the Minister and other senior
management.

III. Purpose and Objective
|
The
objective of the work of the Technical Analyst is to provide assistance to
the Directorate of International Development Cooperation in developing a
strategy for Indonesia’s involvement in international forums; research issues
relevant to international forum discussions; and assist the unit to manage by
providing relevant documentations such as briefing pointers, concept note,
background paper, speech and presentations.

IV. Duty and Responsibilities
|
The specific duties and responsibilities of the Technical Analyst are as follows:

Prepare
briefings pointers, presentation, speeches and interventions as requested by
the senior government officials.

Develop
concept notes and background papers relevant to Indonesia’s involvement in
international development cooperation forums
-
Support
preparation of Bappenas participation in meetings of international
development cooperation forums.
-
Analyse
issues related to global development issues, agenda, and debate.
-
Build
the capacity of the IDC team (in areas such as engaging in international
development forums, preparing documents, undertaking analysis, leading
intra-government coordination, etc)

V. Qualification Criteria
|
·
A
Master’s degree or equivalent in public sector management, development,
poverty reduction, public administration, business administration or other
relevant discipline.
·
Proven
experience in the thematic areas of global issues of G20, GGGI, GPEDC, and
SSTC.
·
Proven interpersonal, problem-solving skills.
·
Ability to build partnerships with a wide range
of counterparts.
·
Experience in delivering capacity building to
Indonesian government officials.
·
Excellent written and oral communication skills
in English and Bahasa Indonesia.
·
The ability to synthesize lengthy and complex
documents.
·
Experience or portfolio in global development
forums and/or global/international concept buildings.
