Development Specialist.
Job Description of Agriculture and
Rural Development Specialist
Role purpose:
· To participate in
delivery of the Bank’s Agricultural, Water management and irrigation sector
projects. Rural water supply, including identification, preparation, appraisal,
supervision and administration of loans and Technical Assistance Operations in
Indonesia.
· To coordinate with
professionals of the water practice, the Agriculture and Rural Development Team
and Agriculture and Food Security Team with the aim to advance IDB’s work in
Agriculture sector.

Policy Development, Analysis and Dialogue
|
·
Analyze agriculture institutional framework in
IDB member countries with respect to IDB and strategic agenda.
·
Provide high quality support across the Bank
with a particular focus on scaling up project and programme interventions as
well as impact at the country level.
·
Identify, assess, prepare and monitor
application of agriculture techniques and policies.
·
Provide sectors insights in country dialogues
inside and outside HQ/Regional Office.
·
Contribute as sector specialist in the process
of formulation of regional and country sector strategies. MCPS, 3-year and
annual Work-Plan.
·
Help develop the strategic goals and plans for
agriculture department in the region.
·
Develop methodologically sound approaches to
upstream analytical work and to project design and evaluation.

Project Management
|
·
Identify, prepare and participate in appraisal
and supervision mission prepare project concept documents and appraisal
reports.
·
Follow-up the implementation of the assigned
project portfolio (monitoring, procurement, disbursement, reparation of
PIAR).
·
Preparer Project completion report with the
help of the Borrower at the completion of each project.
·
Advice members’ countries on the preparation,
organization, execution of feasibility studies and assist in drafting Terms
of Reference, review the progress reports of the studies, review and
supervise the work of consultants engaged by the Borrowers to the assigned
projects/studies.
·
Contribute in the assessment of the IDB
participation in the agricultural, water management and irrigation sector
projects.

Knowledge sharing
|
·
Participate in and contribute to internal and external
regional training and conferences on the agricultural, food security and water
management and irrigation sectors and other activities for advocacy,
dissemination and knowledge building.
·
Plays important role in disseminating and
sharing knowledge with the agricultural and rural development and operations
complex.
·
Provide advisory and technical services to
peers and colleagues, division and departments in Agricultural related
issues.

Counseling, Advice and guidance
|
·
Advise country teams on appropriate methods
and approaches for incorporating agricultural management issues in strategic
papers, poverty assessment and programmatic lending operations.
·
Provide technical inputs to the other colleagues
within Regional Office/HQ and to address sustainable development related
issues.

|
Information and reports
|
·
Collect, analyze and process information
relating the agricultural sector projects in members countries in the region
and to ensure the IDB awareness of the latest trends in the sector.
·
Contribute to the preparation of the
presentations, speeches and papers, etc.
|
|
Education and certification requirements
|
Master degree in relevant subject
|
|
Necessary knowledge and experience to be able to do the job
|
·
At least 5 – 7 years similar experiences
(national and international) in the Agricultural sector related to planning,
economic, analysis and design, preferably agricultural related projects;
·
Deep knowledge of project management;
·
Deep knowledge and understanding of
Agricultural sector development and sustainable development issues;
·
Good knowledge development institution practices;
·
Proficient English is a must.
