Development of Coastal Community Resilience and Disaster Risk Reduction (CCR & DRR)
Cost Extension project proposal


The American Red Cross helps vulnerable people around the world to prevent, prepare for and respond to disasters, complex humanitarian emergencies and life-threatening health conditions. It is a member of the International Federation of Red Cross and Red Crescent Societies (IFRC) and works closely with Palang Merah Indonesia (PMI). Currently the American Red Cross has programs in Aceh, Central Java and West Sumatra, with new programming planned for JABODETABEK, West Java and Central Java. The American Red Cross American Red Cross Program works with the Indonesia Red Cross (PMI) focuses on four main program areas: Disaster Management, Health, Organizational Development and Water & Sanitation.

I. Expected scope of work

The consultant will responsible to facilitate assesment and develop technical and supporting documents for of cost extension of Coastal Community Resilience and Disaster Risk Reduction which currently implementing in Aceh Jaya, Cilacap, Mataram and Lombok Barat in collaboration between PMI-ARC-USAID for period October 2012 until 30 June 2015.

The deliverable output expected from the consultant are:

a. The Asessment Tools for any current and/or new project site including organization and management capacity.
b. Project/Technical proposal with USAID format
c. Detail Implementation Plan
d. Logical Framework of Action including Monitoring and Evaluation Plan
e. Detailed Budget especially related to activities

Those outputs are expected can be delivered within one month consultation contract. Consultant can utilize any resource in American Red Cross with close coordination with DM Program Coordinator, DM Manager, Finance Manager and Evaluation and Monitoring Coordinator or any outside resources to develop the result and will be submitted to Country Representative of American Red Cross.

Administrative and logistic support
The consultant is expected to use her/his own computer, equipment and software. Approved administrative and logistical costs will be reimbursed by ARC with standard financial compliance as required. Air travel and accommodation will be handled by ARC.

Reporting relationship
The consultant will report to ARC Country Representative

II. Location of work

Consultant will be based in American Red Cross office Jakarta but may be take travel to Aceh Jaya (Aceh), Cilacap (Central Java), and Lombok Barat (Nusa Tenggara Barat) as previous location of coastal project and other area/district in Aceh Jaya, West Nusa Tenggara and Central Java for possible expansion of project location.

III. Overview of Coastal DRR-CCR Project

Background and objectives of project

The coastal DRR-CCR project is aiming to reduce the number of deaths, injuries and negative socio-economic impact caused by disasters and environmental degradation in vulnerable Indonesian coastal communities through: 1) increasing community member’s capacity, knowledge and skills of to prepare for and to mitigate disaster risk; 2) strengthening PMI’s organizational and management capacity in coastal disaster preparedness and response including strengthened partnership communications, collaboration and coordination and 3) implementing community mitigation activities that improve environmental conditions, safety and coastal land management.

Scope and reach of project

This project is implemented since October 2012 until the end of June 2015 in 14 coastal villages in four districts which are Aceh Jaya (Aceh), Cilacap (Central Java), Kota Mataram and Lombok Barat (NTB) and will benefiting to 90,456 direct beneficiaries consist of community members, PMI personnel and stakeholders. The project also aimed to benefiting indirectly 1,839,191 individuals from improved stakeholder coordination, policies, preparedness and response capacity in place at institutional level.

Project stakeholders

The Coastal DRR project is implemented by PMI at national, province and chapter level at the respective target areas in close coordination with the Disaster Management Body, local government and other DRR and coastal stakeholders. PMI establishing collaboration with the Bogor Agriculture University (Institut Pertanian Bogor – IPB) to improved PMI ICBRR model in coastal areas through gaining technical support on coastal vegetation rehabilitation and development of Integrated Coastal Management Plan that will support as a project advocacy tools.

Highlight for Coastal Cost Extension

During the implementation of Coastal Project in three provinces, the DRR fund from OFDA-USAID show their interest on the achievement and possible extension of project with highligting on environment and the installment of Green Belt as stated as Ouput 3 of the three objectives of the coastal project which is to implement community mitigation activities that improve environmental conditions, safety and coastal land management.

During the implementation of the program, the objectives outputs are reached through the installment of community nurseries to grow mangroves and costal vegetation such as casuarina, sea pandanus, nyamplung, and beach almond. So far 9 nurseries have been established: 5 in Aceh (Gampong Baro, Lhok Timon, Jeumpheuk, Crak Mong and PMI office) in Aceh Jaya, 1 in Karangbenda Cilacap, and 3 (2 in Cemare and 1 in PMI volunteer yard) in Lombok Barat. The target for the mangrove planted is 164.000 and for the coastal vegetation is 61.200, in total 225.200 seeds for the green belt covering 208 hectares of costal land.

Apart from the seedling and nurseries, the achievement of the output also implemented in advocacy where IPB assist communities to develop legal law in each village to protect the mangrove and coastal vegetation area in term of maintain it and also utilize it as economic support in the future, there are 11 villages has the final draft of the law. In term of incorporating livelihood support based on mangrove and rehabilitated coastal land, American Red Cross and IPB has conducted the alternative livelihood training to coastal comunities in each district, the livelihood option that offerd by community are mangrove nursering itself, honey bee farming, silvofisheries and production of secondary product of mangrove such as syrop. To give bigger support for community to manage their coastal area, IPB facilitate the TOT for Integrated Coastal Management for some volunteer of PMI from each dsitrict as a mentor who will assist and guide community in implementing
coastal management.

Particularly for Mataram, as implemented in urban setting, American Red Cross and PMI Mataram collaborate with District Government of Mataram has initiated the Solid Waste Processing Unit. The building has been constructed and machine to process compost has been located in this unit, the machine operating training has been conducted to 15 staff of operation and some experiment has been conducted to produce compost in a limited production in collaboration with University of Mataram. While the dictrict government still in processing in formulate the legal status for the Solid Waste Processing Unit, ARC now supporting the UPS Management focusing on the operational of the unit and develop the business plan by involving whether corporate from Danamon Peduli or Bank Sampah Malang.

IV. Deliverables & Qualification

Expected work plan and deliverables

Based upon the listed scope of work above, deliverables from consultant are including:

1. The Asessment Tools for any current and/or new project site including organization and management capacity.
2. Project/Technical proposal with USAID format
3. Detail Implementation Plan
4. Logical Framework of Action including Monitoring and Evaluation Plan
5. Detailed Budget especially related to activities
6. Final Report which described processes and any recommendation based on assessment and analysis coastal project.
7. All of document are in English and Bahasa.

The consultants should provide separate application to ARC. Details for required qualification are below:
1. Experience in proposal writing, USAID proposal experiences is preferable
2. Experienced in programe management particularly on coastal management at least recent 5 years.
3. Post graduate degree from a recognized institution relating to social research, marine and fisheries studies or forestry.
4. Excellent communication and facilitation skills.
5. Excellent report writing skill both in English and Bahasa Indonesia.

6. Has the ability to work with minimum supervision/directions.
7. Has strong network with the local universities, government and PMI in project target areas
8. Ability to work independently, ability to juggle and coordinate many tasks simultaneously, ability to prioritise tasks, well organized, reliable and trustworthy.

To apply this position, Candidate should submit proposal as outlined below:

a. Consultant experience: This section should highlight past experience of the consultant in conducting research, coastal management and approach as well as advocacy.

b. Work plan: The proposal should clearly mention details of each and every activity including kind of preparatory work, meetings and visits. The time line and person(s) responsible for each activity needs to be clearly mentioned.

c. Field Asessment : State who will be responsible for asessment, please describe how asessment will be done, the tools, expected duration and logistic and administrative support needed from ARC.

d. Quality control mechanisms: Provide a section detailing the mechanisms to ensure the quality and monitoring of the proposed activities including the monitoring of the greenbelt rehabilitation.

e. Proposed daily basis consultancy fee

V. Duration

The contract duration is 21 (twenty) days starting in 15 January 2015 until 14 February 2015.

VI. Payment

• Payment for consultant could be requested to ARC in a monthly basis based on actual LoE
• ARC will transfer the payment after consultant submitted an invoice letter to ARC
