Over the past 3 years, through the “Strengthening Access to Justice in Indonesia” (SAJI) Project, UNDP has provided support for both the Government of Indonesia (GoI) and Indonesian civil society to undertake activities that strengthen access to justice (A2J). The supports are provided through the following five project components:
1. Institutional mechanisms, legal and regulatory framework, and capacities of government institutions strengthened to implement the recommendations and Action Plans of the National Strategy on Access to Justice.
2. Improved public complaint and grievance handling mechanisms (PCMs) on the public services in government institutions at both national and subnational levels.
3. Accelerated people’s access to state-funded legal aid, particularly for women and vulnerable groups.
4. Improved people’s access to fair and accountable justice services in the community-based/customary justice systems.
5. Knowledge management to inform policies and initiatives to effectively strengthen access to justice and to contribute to Indonesian reporting on the implementation of human rights instruments
In addition to be at national level, portions of the project activities have been implemented in the provincial and district levels aiming to translate, pilot, and make effective implementation of the national policies into the sub-national levels.
SAJI project presents the continuation and expansion of the Legal Empowerment and Assistance for the Disadvantaged Project (LEAD) that has been implemented from 2007 to 2011. SAJI is geared towards improved access to justice for Indonesian citizens, contributing to the alleviation of poverty, good governance practices, and empowerment of disadvanteged, vulnerable, and marginalized people.
In accordance with the Jakarta Commitment and Paris Declaration on Aid Effectiveness, which emphasize the principle of supporting national priorities and policies, SAJI will use, as a guiding framework, GoI’s National Strategy on Access to Justice (NSA2J) to directly link the policy and the project activities. The strategy that was launched in the end of 2009 serves a reference point for project planning, implementation, and evaluation and the action plans provide an overall guidance for SAJI’s priorities and activities.
Under the supervision of the Project Manager and the guidance of and close coordination with the NPD, the Project Provincial Coordinator assumes responsibility over management and coordination of the SAJI‘s actions and results at the provincial and district levels. The incumber will be required to ensure effective implementation of Project actions, advocacies and creation of targeted results at the pilot provinces and Districts. The incumbent also will support the new partnerships with development partners and the private sector that can bring added values to the the SAJI’s works in these areas.



Duties and Responsibilities

1. Supports Project Manager on :
• Facilitation and fostering of the relationship between SAJI and local authorities and civil society groups in Kalimantan Tengah and pilot districts;
• Undertaking of advocacies intended to ensure sustainability of SAJI’s supported initiatives in Kalimantan Tengah Province and pilot districts;
• Organization and facilitation of project activities (i.e. events, meetings, workshops, monitoring, missions) in Kalimantan Tengah province and pilot districts;
• Keeping abreast, collection, and sharing of updated information from Kalimantan Tengah province and pilot districts on issues relevant with SAJI’s actions and results;
• Serving as SAJI’s focal point and/or representative in any events, meeting, working groups, fora, or commettees established to foster SAJI’s participation in those actions and/or decision making processes in Kalimantan Tengah province and pilot districts;
• Maintaining of records of activities implemented in Kalimantan Tengah and pilot districts and its follow-ups;
• Regular monitoring of the performance of project initiatives being taken in Kalimantan Tengah and pilot districts with SAJI’s supports, and
• Undertaking of any other duties if and when required by the Project Manager.
2. Supports SAJI Project Manager on:
• Provision of inputs and data for project work/action plans and reports as necessary;
• Establishment and maintaining of good working relationships with the relevant public and development partners in Kalimantan Tengah Provinces and pilot districts;
• Initiation and maintaining of partnerships with development partners, media, local government institutions, private sector, civil society and other stakeholders to contribute to the achievement of project results;
• Identification of and working with key partners/stakeholders to ensure synergies with other projects/initiatives and to avoid duplication of activities among actors;
• Identification of best practices and lessons learnt from the project and from other initiatives that can be helpful to the project in achieving its goals and objectives;
• Identification of policy issues for codification and sharing, and
• Generation of knowledge products such as best practices and lessons learnt for knowledge sharing.

Required Skills and Experience

Recruitment Qualifications
Education:
Bachelor degree in Laws, International Relations, Political Science, Public Policies, Economics, Statistic or other relevant fields of study would be desirable, but it is not a requirement.
Experience:
• Minimum with 5 years of relevant experience for candidate with Bachelor Degree or 7 years’ relevant experience for candidate with Diploma in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments.
• Experience including analytical work, programme/project development in the areas of justice, public policies, or governance.
• Working experience networking with the private sector, CSO, university will be highly desirable
• Experience in the usage of computers and office software packages (MS Word, Excel, etc), advance knowledge of spreadsheet and database packages, and handling of web based management systems will be advantage.
• Good knowledge about rules, procedures of UN/UNDP will be highly desirable.
Language Requirements:
• Fluency in written and spoken English is an absolute necessity;
• Fluency in written and spoken Bahasa Indonesia is required.
Other Requirements:
• Demonstrated strong familiarity with UNDP development projects in Indonesia.
• Knowledge on various donor’s reporting requirements
• Good inter-personal and team building skills.
• Full time availability for project management support duties is essential.
• Familiar with Government and UN/UNDP procedures would be desirable
• Experience in handling of web based management systems would be highly desirable.
