Over the past 3 years, through the “Strengthening Access to Justice in Indonesia” (SAJI) Project, UNDP has provided support for both the Government of Indonesia (GoI) and Indonesian civil society to undertake activities that strengthen access to justice (A2J) in Indonesia. The supports are provided through the following five project components:
1. Institutional mechanisms, legal and regulatory framework, and capacities of government institutions strengthened to implement the recommendations and Action Plans of the National Strategy on Access to Justice.
2. Improved public complaint and grievance handling mechanisms (PCMs) on the public services in government institutions at both national and subnational levels.
3. People’s access to state-funded legal aid services are improved, particularly for the poor and marginalized.
4. Acces to justice in informal justice channels increased, particularly for women and vulnerable groups.
5. Knowledge management to inform policies and initiatives to effectively strengthen access to justice and to contribute to Indonesian reporting on the implementation of human rights instruments
SAJI project presents the continuation and expansion of the Legal Empowerment and Assistance for the Disadvantaged Project (LEAD) and the Aceh Justice Project (AJP) that have been implemented from 2007 to 2011. SAJI is geared towards improved access to justice for Indonesian citizens, contributing to the alleviation of poverty, good governance practices, and empowerment of disadvanteged, vulnerable, and marginalized people.
In accordance with the Jakarta Commitment and Paris Declaration on Aid Effectiveness, which emphasize the principle of supporting national priorities and policies, SAJI uses, as a guiding framework, GoI’s National Strategy on Access to Justice (NSA2J) to directly link the policy and the project activities. The strategy that was launched in the end of 2009 serves a reference point for project planning, implementation, and evaluation and the action plans, provides an overall guidance for SAJI’s priorities and activities.
Under the guidance of and close coordination and communication with the NPD and the supervision of the Project Manager, the Project Officer assumes responsibility over management of the SAJI‘s actions and results aimed to support BAPPENAS’ efforts to accelerate implementation of the National Strategy on Access to Justice (Component 1). She or he will be required to support BAPPENAS to facilitate and coordinate implementation and monitoring of current access to justice initiatives, of the functionality of the National Secretariat on Access to Justice at the BAPPENAS’ Wisma Bakrie Office, and of the BAPPENAS’ established Strategic Coordination Team on Access to Justice. The incumbent also will support the new partnerships with development partners, media and the private sector that can bring added values to the the SAJI’s works in these areas.
Duties and Responsibilities
Under the guidance of and close coordination and communication with the NPD and the supervision of Project Manager:
1. Manage and supervise component 1: support to the BAPPENAS’ efforts to accelerate implementation of the National Strategy on Access to Justice:
Ensure the day-to-day project implementation and ensure achievement of targets as outlined in the project work plan:
• Implement the activities planed under SAJI’s component 1 for ensuring the national strategy on access to justice achievement,
• Leads and supervises project activities and results being put under the SAJI’s component 1;
• Mobilises goods and services and other project inputs, including preparing ToRs for expert consultants, meetings and workshops,
• Ensures that the quality of project component inputs meet the expected standards and are sufficient to produce project outputs and targets,
• Takes responsibility for the relevant project component and performs oversight roles for project compliance against the relevant government and UNDP regulations for project management,
• Assists NPD and Project Manager in developing project standard operating procedures in line with the government and UNDP’s regulations; seeks the board’s approval; and takes responsibility for updating and revising it as necessary,
• Manages critical issues, troubleshoots problems and develops solutions to the overall processes of project implementation,
• Ensures effective monitoring of project performance, and the preparation of high quality and results oriented progress reports.
2. Ensure effective planning, budgeting, and implementation of activities under SAJI’s Component 1:
• Assists NPD and PM to develop quarterly and annual work plans for the National Secretariat on Access to Justice of BAPPENAS,
• Coordinates implementation of agreed quarterly and annual work plans for the National Secretariat on Access to Justice and ensures that the implementation remains within the tolerance level of the approved work plan,
• Conducts regular monitoring to ensure achievement of targets in line with the annual work plans and that its implementation at all levels complies with the approved project SoP,
• Contributes to SAJI quarterly and annualy project reports, in line with the standard template and presents it to the project assurance team on a timely manner,
• Supports NPD to organize meetings or workshops aimed to improve coordination of initiatives being implemented to strengthen access to justice in Indonesia,
• Supports development of the SAJI project’s annual and quarterly work plans,
• Provides additional inputs and data for external project reports as necessary and required by Project Manager and/or project assurance team,
• Supports Project Manager in organizing project board meetings and reports to the project board the project’s quarterly progress together with any issues that may require project board decision, and
• Performs any other duties if and when required by NPD or Project Manager.
3. Create and nurture strategic partnerships with key government counterparts and support to the implementation of resource mobilization.
• Establishes and maintains good working relationships with the relevant public and development partners who are the principal counterparts for the project,
• Initiates and maintains partnerships with development partners, government institutions, media, private sector, civil society and other stakeholders to contribute to the achievement of project results,
• Builds project reputation for quality design, reliable delivery as well as integrity and accountability,
• Identifies and works with key partners/stakeholders to ensure synergies with other projects/initiatives and to avoid duplication of activities among actors,
• Identifies opportunities for mobilizing resources for the project, and prepares substantive briefs on possible areas of cooperation, and
• In coordination with UNDP’s Communication unit and other relevant counterpart communications department, strengthens the communication of the project in order to communicate results, deepen stakeholder knowledge and buy-in to the project, and to facilitate resource mobilization for the project.
4. Facilitate knowledge building and management for and from the project implementation.
• Identifies best practices and lessons learnt from the project and from other initiatives that can be helpful to the project in achieving its goals and objectives,
• Organizes and delivers trainings for the operations/project staff on project/programme management issues,
• Conducts internal capacity building training for project staff to facilitate appropriate management and timely delivery of project outputs,
• Identifies policy issues for codification and sharing,
• Leads in generating knowledge products such as best practices and lessons learnt for knowledge sharing, and
• Contributes to knowledge networks and communities of practice.

Required Skills and Experience
Education:*
Bachelor degree in Laws, Political Science, Social Studies, Public Policies or other relevant fields of study would be desirable.
Experience:*
• Minimum with 6 years of relevant experience for candidate with Bachelor Degree or 2 years’ relevant experience for candidate with Master Degree in the provision of advisory services, implementation of joint initiatives among international organizations and national governments, in designing, monitoring and evaluating the development projects in the area of access to justice.
• Extensive work experiences in networking on mainstreaming government policy, the national government, local governments, CSO, university will be highly desirable.
• Experience in the usage of computers and office software packages (MS Word, Excel, etc), advance knowledge of spreadsheet and database packages, and handling of web based management systems will be advantage.
• Good knowledge about rules, procedures of UN/UNDP will be highly desirable.
Language Requirements:
• Fluency in written and spoken Bahasa Indonesia is an absolute necessity.
• Fluency in written and spoken English is required.
Other Requirements:
• Demonstrated strong familiarity with UNDP development projects in Indonesia.
• Knowledge on various donor’s reporting requirements.
• Good inter-personal and team building skills.
• Full time availability for project management support duties is essential.
• Familiar with Government and UN/UNDP procedures would be desirable.
• Experience in handling of web based management systems would be highly desirable.
