Consultancy for literature reviews and research proposal adaptation on access to SRH services for underserved youth


Terms of Reference

1. Introduction
 
Consultancy to conduct two literature reviews on access to SRH services for underserved youth and the adaption of a pre-developed research proposal.
 
The Access, Services and Knowledge (ASK) programme is a 3 year programme funded by the Dutch Ministry of Foreign Affairs with the aim of enhancing uptake of Sexual Reproductive Health (SRH) services among young people aged between 10-24 years, including underserved groups. The programme which is a joint effort of 8 organizations comprising of Rutgers WPF, Simavi, Amref Flying Doctors, CHOICE for Youth and Sexuality, dance4life, Stop AIDS Now!, the International Planned Parenthood Federation (IPPF), and Child Helpline International (CHI) is implemented in 7 countries namely Kenya, Uganda, Ethiopia, Ghana, Senegal, Pakistan and Indonesia. The programme runs from 2013 to 2015.
 
The ASK  programme focusses on young people that are highly vulnerable for SRHR problems and that have specific needs (LGB TQI, YPLWH, young adolescents (10-16), young people in remote areas and disabled young people). In particular, the programme aims to increase access to quality youth friendly services and SRH commodities, including ARV and contraceptives for young people. Within the YEA Alliance and ASK programme, the assumption is that improving access to direct information on SRHR and increased outreach to inform youth on where and how to access youth-friendly services, will lead to uptake of services by ‘hard to reach’ youth. 
 
Operational research (OR) has been identified as an integral part of activities in the programme. The aim is to enhance the performance of the program, improve outcomes, assess feasibility of new strategies and/or assess or improve the programme Theory of Change.  The operational research will provide insights into their current SRH needs, knowledge, practices, rights-violations and the target-group specific ‘culture’. This information is used to effectively adjust the programme, for example: (1) using effective communication strategies on how to reach these group; (2) tailoring information, including addressing harmful practice; and (3) offering services in a way that is accessible and relevant for the ‘underserved’.
 
Focus of the research and use of results
 
The current operational research has two focal points: (1) effective strategies in service delivery for the hard-to-reach, referred to as phase 1 of the research and; (2) reaching underserved youth through public-private and formal-informal partnerships, referred to as phase 2 of the research.
 
The first focal point aims to complement country specific researches on services and to cover gaps in knowledge about effectiveness of key strategies to reach underserved youth. In particular, we want learn more about ‘hard to reach’ young people’s needs for and use of contraception, and investigate which distribution channels of contraception and sexual health related medication (modern, traditional, formal or self-medication) the under-served groups use, and what we can learn from that in order to reach them better.
 
The second focal point aims to cover gaps in our knowledge about strategies used in the ASK program to reach underserved youth through public-private and formal-informal partnerships. This is currently not assessed through any of the country specific researches on services. This research will build on – but is not limited to - available knowledge in the program about the public and private, formal and informal, for-profit and not-for-profit health service delivery points that young people currently use.
The research will provide insight in what are possible ways of collaboration between the not-for-profit and for-profit health sector, whether partnerships with private providers help strengthen supply and access to commodities and services for our target groups and, what are effective referral systems for young people.
Before executing an operational research on these two phases two Indonesia-specific literature reviews are required. The results of the literature reviews will be used to inform and adapt a pre-developed proposal (to be provided later).
 
2. Objectives of the assignment
 
The main objective of this TOR is to stipulate what is understood to be key activities and deliverables with regards to the assessment by the team of researchers in Indonesia.
 
Specifically, the Consultant is expected to:
 
  Collect and analyse available (published and grey) literature on two topics:
  Young people’s access to SRH information and services in Indonesia including a section on challenges in access, with a focus on marginalised and underserved groups of young people;
  Young people’s access to the private and informal sector for SRH services in Indonesia and attitudes of private sector health workers towards young people in Indonesia.
 Use the literature reviews to inform and adapt a pre-developed proposal, including confirmed target groups, data collection sites, milestones, plan for involving young people as researchers, activity planning and budget.
 
3. Tasks to be performed
 
With the support from the  ASK working group in the Netherlands and in collaboration with the ASK partners and RutgersWPF Indonesia, the consultant shall:
 
  Conduct a literature review of published, official and grey literature on:
  Young people’s access (including challenges to access) to SRH information and services in Indonesia.
  Young people’s access to the private and informal sector for SRH services in Indonesia and attitudes of private sector health workers towards young people in Indonesia.
 
Review ASK program documentation including the baseline study and the findings from operational research on communication strategies.
 
  Based on the information above, adapt the pre-developed research proposal:
  update the context description/ rationale and problem statement for the research, adjust research questions,
  define target groups (decide whether the focus will be on youth in general or on specific target groups as formulated in the ASK program),
  define methodology, study sites and sampling plan,
  propose a plan for involving young people as researchers,
  in consideration of the milestones for phase 1 and 2, develop an activity planning and budget.
 
Cooperation with the ASK operational research workgroup in the Netherlands
An ASK Operational Working Group has been established by the International ASK partners and is based in the Netherlands. The role of the working group is to support in-country ASK partners and research consultants to design and implement quality operational research that is aligned with the ASK programme’s objectives.
The working group in NL recommends local partners and consultant’s work in line with the Framework for Operations and Implementation Research in Health and Disease Control Programs (http://www.who.int/hiv/pub/operational/framework/en/index.html)
 
4. Tangible outputs
 
The consultant is expected to deliver the following:
A report (max. 4000 words excluding summary and bibliography) of the literature review on young people’s access (including challenges to access) to SRH information and services in Indonesia including:
 Summary (max. 1 A4)
   Introduction
  Literature review methods report, summarising methods and parameters used to identify and select relevant literature
  Main findings
  Main conclusions
  Bibliography
 
 A report (max. 4000 words excluding summary and bibliography) of the literature review on young people’s access to the private and informal sector for SRH services in Indonesia and attitudes of private sector health workers towards young people in Indonesia including:

  An adapted research proposal including the following:

5. Required Expertise of the consultants team/Specifications
 
The consultant is expected to hold the following:
 
  A recognised graduate degree in a relevant subject (public health, international development, economics, social science, etc.)
  Proven experience in conducting literature reviews in the field of public health.
  Previous experience with operational research. Specific experience conducting research on youth sexual and reproductive health and/or financing approaches is an asset.
  Thorough understanding of sexual and reproductive health and rights in Indonesia.
  Supportive of a rights-based approach to adolescent and youth sexual and reproductive health.
  Ability to work independently, as well as in a team.
  Experience collaborating with a variety of partners (NGO’s, government entities, CBO’s, youth, etc).
 Excellent analytical and report writing skills (English)
 
 
6. Work plan and timeline
 
The consultancy is for 15 working days. Deadline will be set after consultant(s) has been contracted.

Payment Scheme
 
Consultant will receive the fees based on the following payment scheme:
  First payment of 20% from total amount after signing the contract
 Second payment of 20% after Rutgers WPF Indonesia and ASK operational working group agree on the methodology, work plan and inception report
 Third payment is 20% after the literature review as mentioned under output 1 has been finalized and approved by ASK operational working group and RutgersWPF Indonesia,
Fourth Payment of 20% after literature review as mentioned under output 2 has been finalized and approved by ASK working group and RutgersWPF Indonesia
 Final payment of 20% after the pre-developed research proposal has been finalized and approved by ASK working group and RutgersWPF Indonesia
