HIV COOPERATION PROGRAM FOR INDONESIA (HCPI)
Short Term Adviser – Papua Politics Expert The HIV Cooperation Program for Indonesia (HCPI) is funded through the Australian Government, Department of Foreign Affairs and Trade (DFAT). This is an AUD72million project and is DFAT’s principle HIV prevention program in Indonesia. The project’s purpose is to help Indonesia plan, develop and implement an effective response to HIV. HCPI is entering its final year of implementation, with program activities expected to be completed by October 2015. In response to this there are reviews being undertaken by DFAT regarding programs that may follow-on from HCPI. One activity as part of these reviews is a Political Economy Analysis to better understand the nature of the public provision and how Government of Indonesia (GoI) might continue to address the health challenges in Tanah Papua. This study can help to inform where assistance can be most effective. HCPI proposes to hire Short-Term Advisers to undertake this review with a particular emphasis on healthcare provision (and can thus prioritise analysis of health services) it is also intended to serve as an analysis of public service provision in general. Purpose of Role The Papua Politics Expert adviser will work as part of a team to achieve the following objectives:

To
map out the key players, incentives, and agendas involved in public
service provision in Tanah Papua, with a particular focus on the Health
sector
·
To
identify how new initiatives / policies related to public service
provision materialise, and how policy translates into regulation and
resources at the provincial
and district levels
·
To
identify the political structures and incentives present around more
successful / sustainable initiatives compared to those considered less
successful
·
To
identify the factors (and provide relevant examples) that determine
more successful coordination between districts / sub-districts, amongst
different local government
offices/departments, and between the local government and other
organizations involved in public service provisions such as NGOs / CSOs /
foreign donors, and

To
provide recommendations for the Papua Health design process, and to
flag any risks, on how each component of the Papua Health program will
be able to support
and complement the others in order to achieve the program’s intended
outcomes. How can the Papua Health program build common agendas.
Duration It is expected that the contract will commence in mid-March 2015 with submission of a draft report by mid-April 2015, and a final report by May 2015, and will require 20-days input. Minimum experience required The Popua Politics Expert will need to demonstrate the following abilities:

Understanding of politics in Tanah Papua
·
Experience
working on issues to do with politics in Tanah Papua, and preferably
direct experience working with higher level politicians in the region
·
An
ability to support the Team Leader and Synthesiser / Fieldwork Leader
in understanding Tanah Papua’s political dynamics, institutions and
leaders.
