Hivos - JOB VACANCY : Gender Expert

Hivos is a Dutch non-governmental organization guided by humanist values. It
aims at structural poverty alleviation with a strong focus on civil society
building and sustainable economic development. Hivos provides financial
support for local NGO's, is active in networking, lobbying and exchanging
knowledge and expertise. For its Southeast Asia Regional Office in Jakarta,
Hivos seeks qualified candidates for the position of:


Title : Gender Expert

Duty Station : Jakarta, Indonesia

Duration : Consultancy contract until 31 December 2015

Functional context

The role of the Gender Expert is to play a leading role in mainstreaming
gender into all activities of the Green Domain (Renewable Energy, Food,
Landscapes) in Hivos ROSEA. This is done by contributing to proposals, as
well as to implement gender equity policy through gender mainstreaming by
documenting and researching gender issues related to sustainable
development, environmental issues, and access to resources. Furthermore, by
strengthening capacity of staff and project team members to integrate gender
analysis, issues, and equity by developing approaches and methodologies for
integrating gender issues in Green projects and initiatives; organising
training to develop the capacity of staff and partners to understand and
analyse gender issues and integrate gender equity; and providing technical
input into Green Domain action areas, and partner activities. The gender
expert also assists in developing gender sensitive M&E instruments.

The Gender Expert will promote gender equity development through networking
with selected like-minded organizations working to promote gender equity,
advocate for gender equity in development and environmental policies and
strategies; and support women's empowerment and leadership in development
activities with as main focus:

1. Identify and document gender issues related to the Green Domain.

2. Contribute to implementation of the gender equity policy through
gender mainstreaming; support Green action areas in conducting gender
analysis, and develop gender methodologies, conceptual frameworks,
approaches, and monitoring and evaluation systems.

3. Develop knowledge sharing products and participate in advocacy
initiatives.

4. Organise and contribute to workshops on gender approaches for staff
and partners.

5. Work as a team player to support other activities and promote
institutional goals.

Roles and responsibilities

1. Work in a team and communicate well with the colleagues/PO/PM.

2. Develop instruments to integrate gender in all Green proposals.

3. Integrate gender mainstreaming in existing Green programmes/projects
when appropriate.

4. Prepare gender awareness programme for team members and partners.

5. Prepare a dedicated gender monitoring system for all Green
programmes/projects

6. Where appropriate, develop a ToT programme for trainers to efficiently
apply the monitoring system throughout the whole cycle from the design
phase, implementation until the evaluation and phasing out phase.

7. Develop manuals on gender mainstreaming in Green programmes.

8. Coordinate and contribute to knowledge development on Gender through
collecting and assessing documents on Gender, gathering good practices and
lessons learned, action research, inquiries and pilot projects, etc.

9. Contribute to dissemination of results and sharing of information
through website articles, presentations, contributions to brochures,
travelling exhibit, etc.

10. Contribute to the development and implementation of gender sensitive
monitoring systems.

11. Advise on opportunities with donors and in the Indonesian society to
apply gender sensitive activities.

Requirements

* S2 social science or equivalent.

* A minimum of 10 years of experience in gender mainstreaming in
development programmes/projects.

* Extensive knowledge of the challenges with respect to gender
mainstreaming, preferably within RE and/or Food programmes.

* Experience in capacity building (training), mentoring and
knowledge development.

* Experience in coordination of research activities and
Monitoring and Evaluation.

* Proven project design and writing skills, also in English.

The Gender Specialist should also:

* Be a good listener who can identify gender issues and bring
these into discussion in the work environment and among team members.

* Have good knowledge and experience in the use of participatory
planning and advisory methods.

* Be committed to gender values.

* Have computer competency.

* Be willing and able to travel regularly.

* Be self-motivated and able to take responsibility.

* Be able to take the initiative in gender integration and
mainstreaming in programmes/projects.

* Be able to express views clearly.

* Have strong relational skills; be open minded, self-controlled,
a self-learner, creative and flexible.
