I. BACKGROUND |
Context of the REDD+ initiative:
Indonesia’s forest covers about 70 % of the country
land area, and forestry was not only the sector that provided wood and
non-wood products but also supported other sector development. This has
brought about deforestation and forest degradation, which in the context of
climate change, together with agriculture and other land use, has contributed
to an estimated 87 percent of Indonesia’s annual emissions. In response to
this situation, in 2009, President Susilo Bambang Yudhoyono, made a voluntary
commitment to the world, referred to as the Pittsburgh Declaration, to reduce
emissions as much as 26 percent under a business-as-usual scenario or up to
41 percent with international support by 2020.
According to the Second National Communication from
Indonesia to the UNFCCC, Indonesia is expected to emit around 2.9 million
metric tons (gigatons) by 2020 under the business-as-usual scenario. A
commitment to reduce that amount by 26 percent would mean a reduction of 0.8
gigatons, while 41 percent would amount to a reduction of 1.2 gigatons. A
reduction from an expected 2.9 to 1.7 gigatons by 2020 is a challenging
commitment for a country aiming to maintain its 7 percent annual growth rate.
Nevertheless, this commitment has been translated into a comprehensive
National Action Plan known as RAN-GRK (Presidential Regulation 61/2011).
The National Action Plan for the Reduction of
Green-house Gas Emissions (RAN-GRK) estimates that 87 percent of the
emission-reduction target - approximately 1 gigaton - relates directly to the
forestry and peat-land sectors and, to address this, the government has
adopted an incentive mechanism to improve management of the country’s vast natural
resources while supporting climate-change mitigation. This mechanism, known
as REDD+ (Reducing Emissions from Deforestation and Forest Degradation),
covers five activities: 1. reduction of deforestation; 2. reduction of forest
degradation; 3. conservation of carbon stocks; 4. sustainable forest
management; and 5. enhancing forest carbon stocks.
For the Preparatory phase a Task Force (Satuan Tugas, Satgas) was established
and, since the end of its mandate in June 2013, Special Teams have been
assigned to maintain programme continuity while supporting the overall
development of a REDD+ operational capacity in Indonesia. The results of this
initial phase and its continuing developments include, among others, the
following:

REDD+ National Strategy
(Stranas) and Provincial Strategies and Action Plans (PSAPs) for the eleven
priority provinces in place;
·
REDD+ Agency (Badan Pengelolaan REDD+) established
through Presidential Regulation 62/2013, and Funding Instrument and MRV
frameworks designed;
·
Legal reforms implemented in
relation to land tenure, forest and peat-land governance, forest monitoring
and law enforcement, and due diligence on land concessions;
·
Moratorium on all new
concessions for conversion of peat and natural forest in Indonesia issued
(Presidential Instruction 10/2011) and extended (Presidential Instruction
6/2013); and
·
Demonstration activities
conducted in the pilot province Central Kalimantan with a focus on developing
an operational capacity and an enabling environment for the REDD+ programme.
These achievements have prepared a basic foundation
for a future REDD+ programme in Indonesia that will be a nationally-owned
process, designed by and for the people of Indonesia, with an emphasis on
those most directly involved and affected by REDD+. Participation is not only
part of the process, but also a critical success factor of the REDD+
mechanism. Shifting incentives in order to enable sustainable forest and
peat-land management requires enabling institutional collaboration,
transparency, and accountability; hand-in-hand with empowerment of directly
impacted populations, particularly adat communities, women, and rural
communities, in decision-making on forest and peat-land stewardship.
Context of this TOR
Now, moving into the second phase of the
Indonesia-Norway Partnership - the transitional phase - the REDD+ Agency
along with the appointment of all Deputies is expected to be operational
while reshaping the organizational structure as mandated under PERPRES No.
62/2013. This TOR especially dealing
with issues related to tasks of the Deputy on Governance and Institutional Relations.
Governance covers a broad range of issues and an institutional relation is
one of the main elements which determine the success of REDD+ implementation
in Indonesia. Governance does not only
about law enforcement and compliance, but also about the following issues:

Building synergy of policies, programmes, and activities of Ministries/Government Institutions and
partners (national and international) relating to REDD+ and forest and land
uses,
·
Effective decision making processes in REDD+ actions through
broad participation/ engagement of
actors/stakeholders,
·
Institutional and human resources’ capacities for the successful
implementation of REDD+ programmes/activities and management (utilization) of
forest and land resources,
·
Indonesia’s positions in UNFCCC and other relevant international
fora.
Furthermore, an institutional relation is
one of the most critical issues to be addressed for the successful
implementation of REDD+ programmes and activities.
It is in this
context that the REDD+ Agency, through UNDP, is seeking to engage a
professional staff according to PERPRES 62/2013 to take the tasks under
Deputy of Governance and Institutional Relations.

II. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK |
Under the
supervision of Governance and
Institutional Relations Deputy, the incumbent
shall:
1.
Inform al
issues relevant to governance and institutional relations affecting or
potentially affect REDD+
implementation at national and sub-national levels,
2.
Monitor pprogress
of BPREDD+ collaborations with K/L and other stakeholders at various levels
(sub-national, national and international),
3.
Coordinate
with other Units within BPREDD+ and with external partners in order to
enhance synergy and coherence in REDD+
implementation,
4.
Prepare
draft for publications on Governance and Institutional Relations.
5.
Provide
inputs relevant to his/her tasks to Deputies, and as appropriate to Head of
REDD+ Agency,
6.
Carry
out other tasks given by Head of REDD+ Agency and Deputy of Governance and
Institutional Relations.

II. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS |
I.
Academic
Qualifications:
University
degree (Bachelor’s degree or
equivalent) in a field related to Environmental
management, Forestry, Global Forest/Climate Change Policy,
Forest/Environment Geo-information System, Landscape Ecology and management.
II.
Years of experience:
·
Minimum 3 years of professional working experiences.
·
Knowledge about forestry, climate change, and REDD.
·
Analytical and practical experiences
in REDD architecture development;
·
Experience working on international
development resource management projects, including experience in developing
countries;
·
Experience working with developing country
Governments and line ministries on the above issues;
·
Ability to work
comfortably at local, national, and international levels;
·
Demonstrated experience
in working with government institutions;
·
Experiences in stakeholder engagement process in local,
national and international level;
·
Experiences in dealing with private sector especially those related to
deforestation and forest degradation.
·
Ability to multi-task, learns new material,
and manages time effectively in a dynamic and fast-paced working environment.
