The
Indonesia Urban Water Sanitation and Hygiene (IUWASH) project is a sixty-month
program funded by the United States Agency for International Development
(USAID) and implemented under the leadership of IUWASH works with government,
the private sector, NGOs, community groups and other stakeholders to improve
access to safe water supply and sanitation in Indonesia’s urban areas. The
overall goal of IUWASH is to assist the Government of Indonesia (GOI) in making
significant progress in achieving its safe water and sanitation Millennium
Development Goal (MDG) targets by expanding access to these services. The
expected results to be achieved are: (a) Two million people in urban areas gain
access to improved water supply; (b) 200,000 people in urban areas gain access
to improved sanitation facilities; and (c) the per unit water cost paid by the
poor in targeted areas decreases by at least 20%. To achieve the above,
technical assistance is divided in three main technical components:
- Mobilizing demand for water supply and sanitation service delivery;
- Improving and expanding capacity for water and sanitation service delivery; and
- Strengthening policy and the financial enabling environment for improved water supply and sanitation service delivery.
Activity Description:
GIS / MIS interface billing information system of PDAM
Tirta Pakuan that has been successfully developed in 2012, is now utilized to
assist in the billing system which more accurate, transparent and efficient for
approximately 60,000 connections. By utilizing GIS technology to record the
customer's and distribution network spatial data, this system also accelerate
the billing process and determine the action needs to be taken, such as giving
warnings or even termination of the connection if customer does not pay
attention to the billing notification
In addition, the system has also helped simplify the
process of system application subscriptions, support of activity plan for new
customer connections, as well as assist the technical staffs in finding
locations of leakage / damage the pipe network. However, the system was not fully operational, because
only 50% of customers who have been recorded spatially, so that there is still
an obstacle when the GIS/MIS billing system applied to that service areas.
To enhance the system operational, it is necessary to
expand the recording of customer spatial datas as well as the improvement of
GIS/ MIS interface billing system, especially on web-based systems in order to
operate all customer data.
To
support these activities, IUWASH require an MIS Programmer which acts as
a (Personal) Contractor for four (4) months start from January
to May 2015 to organize field survey for the development of customer spatial
data and improve the existing GIS/MIS
interface billing information system to cover all of PDAM Tirta Pakuan customer
spatial data (up to 130.000 connections).
