Save the Children urgently needs a Consultant for develop
the baseline study regarding our campaign on Action/2015.
Scope of Services

DESCRIPTION / BACKGROUND OF PROGRAM
In 2015, world leaders have the
opportunity to make historic progress on the greatest challenges of our
time by agreeing ambitious sustainable development goals and a legally
binding climate agreement. The opportunity
is emerging by the ending of MDG and the development of new global
development framework called Post 2015. However there’s a huge risk
that without public pressure to make these moments famous and ensure
delivery in every country, this opportunity will be
squandered.
Nowadays, action/2015 is a global
movement of citizens and citizen’s organizations drawn from over 80
countries and comprising more than 300 organizations, alliances,
partnerships and coalitions, all working together
to ensure that 2015 marks the establishment of ambitious development
agreements for the world and environment we want. From fighting
injustice and poverty to climate change, action/2015 works with a vision
to accelerate global progress.
This ambitious endeavour needs new
thinking on strategies, tactics and partnerships. There is no singular
global landscape and so a single, centralized public campaign would not
work. Rather, it needs processes
that are mindful of distinct national and regional realities, and
methods to create global impact through a vast but inter-connected
network of locally relevant actions.
In Indonesia there are more than 20
civil society organizations agreed to take part on ACTION/2015 or
AKSI/2015 campaign that will harness and amplify the creative energy,
expertise, resources and power of the
broadest spectrum of civil society through a decentralised, responsive
and agile coordination structure.
The Baseline Study
Save the Children campaign in Aksi/2015 is more focusing
on child-focused issues. To measure the campaigning achievement we are going to organized a base line survey in Jakarta and Bandung.
This baseline
study is conducted at the beginning of the implementation of Save the
Children campaign on Aksi/2015. The purposes of the baseline study are
as follows:

To measure the public awareness of Save the children works
·
To measure the public awareness of Action/2015 agenda in Indonesia
·
To know the public hope of post 2015 development agenda
2. Objectives of the Consultancy
The objectives of the consultancy as follows:
1.
To design a public opinion survey and media tracking as the baseline for Action/ 2015 campaign work
2.
To measure public opinion regarding the programs that delivered by Save the Children
3.
To measure public opinion regarding popularity of Save the Children
4.
To measure public opinion on Action/2015 movement
5.
To Measure media coverage of Action/2015 and Save the Children
6.
To get some input from public regarding how to use media utilization effectively as an campaign instrument
7.
To train enumerators and manage field interview for the public opinion survey
8.
Data analysis and reporting
3. The Consultant has agreed to:
Work with Campaign and Advocacy Department to:

Coordinating with Campaign and Advocacy Department to meet the needs of consultancy
·
Make a revision of the report if needed
4. Deliverables:
·
An external consultant or
consulting firm will be processed baseline data collection and
requirement process into final report approved and accepted by Campaign
and Advocacy Department.
