COLLABORATION, LEARNING, ADAPTING/TRAINING (CLA) ADVISOR

IMPAQ International, LLC is seeking a Collaboration, Learning and Adapting/Training (CLA) Advisor for a proposed 5-year, USAID-funded project in Indonesia for the subject matter areas outlined below. The Monitoring and Evaluation Support Project (MESP) has three (3) objectives:
* To provide USAID/Indonesia and other stakeholders an unbiased, data-driven account of USAID/Indonesia's progress toward achieving the development objectives outlined in the Country Development Cooperation Strategy (CDCS);
* To provide expert evaluation and analytical services; and
* To guide USAID/Indonesia in using performance information and the results of evaluation and analysis.
Responsibilities:
* Design, coordinate, and deliver training and training curricula in performance monitoring, project design and implementation, and program evaluations based on counterpart, beneficiary, stakeholder and client needs;
* Support preparation of technical report for evaluation activities by providing programming support and analysis under the guidance of IMPAQ Indonesia and home office technical staff;
* Participate in building capacity of Mission staff, implementing partners, local counterparts, and other beneficiaries through training workshops and seminars;
* Expand the network of professionals and institutions that collaborate on performance management and evaluation tasks, and;
* Contribute information and assist in preparing project presentations, reports, and CLA Newsletter and Events.
Qualifications
* Master's degree or other advanced degree in international development, statistics, adult education, organizational learning, research and evaluation, or other social sciences field;
* Minimum 5 years' experience conducting training in USAID policies and procedures, strategic planning (including results frameworks), project design and implementation (including logical frameworks), and performance and knowledge management (including monitoring and evaluation);
* Demonstrated knowledge of adult learning techniques, organizational learning, knowledge management and effective training methods;
* Prior experience in Southeast Asia preferred; experience in Indonesia strongly preferred;
* Demonstrated track record of successful capacity building with various counterparts, beneficiaries, and stakeholders, including government officials, USAID representatives, private sector associations, local universities, etc.;
* Knowledge of local social science centers, firms, and setting, definite plus;
* Proven record of excellent management, leadership and decision-making, communication and interpersonal skills, including being an articulate speaker and sympathetic listener;
* Demonstrated ability to interact with and lead a broad range of governmental and non-governmental actors and institutions across sectors; and to contribute to detailed, organized, timely, accurate capacity building activities; and
* Fluency in Bahasa preferred.
