Brief Overview of our Programme in Indonesia
Islamic Relief Worldwide was established in 1984
in Birmingham in the aftermath of devastating famine in Eretria and Ethiopia
that claimed over half a million lives. Since then the programme has expanded
to 31 field countries and 11 fundraising partners. The Indonesia programme was
formally established in 2003 in Banten. Later in 2004, the programme was
extended to Ache province in response to the devastating Tsunami. Presently IR
is implementing Emergency Preparedness, Early Recovery and Developmental
activities in Aceh, Nusa Tengarra Barat and West Sumatra Provinces under the
direct oversight of the Jakarta based Country Office.
Role of Religious Places in Disaster
Situations
In the immediate aftermath of a disaster, religious places
(church, mosques, temples etc) are often the first to provide humanitarian
relief services to disaster victims and in many cases a temporary shelter to
the displaced. However, after the initial emergency phase is over, they revert
back to their core activities. Although significant, their involvement in
humanitarian response is often overlooked. Over the years, religious places in
disaster prone areas have developed considerable capacities in emergency
response providing opportunities for their integration within the broader DRR
network. To tap this potential, Islamic Relief successfully piloted the
approach in West Sumatra in 2013 where a network of 6 religious places (5
mosques and 1 church) and 150 disaster management personnel was established and
provided training and necessary support to conduct emergency response and
preparedness activities. Following the successful implementation of the pilot
phase and building on the lessons learned, Islamic Relief is now implementing
an extended intervention to consolidate past gains in West Sumatra while
replicating the tested approach in West Lombok (NTB) – an area under constant
threat of Tsunamis, Earthquake and Climate-Variability.. Islamic Relief seeks
applications from competent DRR professionals for the delivery of planned
activities.

KEY DUTIES AND RESPONSIBILITIES:
Job Summary:
Under the guidance and direct supervision of the
Programme Management the DRR Officer will lead the implementation of project
activities in assigned areas with respect to technical assessments, awareness
raising, beneficiary profiling, designing and delivering needs based trainings,
structural and non structural mitigation, coordination, provide facilitation
role for supported communities and religious places in formulating and
implementing emergency preparedness plans and provide quality reports and
feedback to the Programme Management.
Specific
Responsibilities:
1. Design and conduct
technical assessments, FGD and initiate dialogue with targeted religious places
and surrounding community members;
2. Develop and implement a
social mobilization plan for enhanced community awareness in DRR with direct
support from reporting social mobilization staff;
3. Facilitate and assist the
formation of religious place-based disaster management teams;
4. Provide support in the Hazard,
Vulnerability and Capacity Assessment (HVCA), religious place disaster planning
and implementation of the religious place based disaster risk reduction plans;
5. Provide support to
implement religious places based early warning system in selected religious
places and communities;
6. Design and impart capacity
building trainings for supported religious places’ leadership and activists
from surrounding communities in planning, resource mobilization, disaster
response etc;
7. Maintain liaison with other
partners, GO and NGOs for collecting/sharing information in the assigned area;
8. Provide necessary support
in establishing an inter-religious DRR forum with representation of supported
religious places, provincial and national disaster management authority,
humanitarian NGOs and religious
bodies;
9. Facilitate in the
conducting of workshop/trainings foreseen in the project;
10. Develop resource material for capacity
building trainings;
11. Facilitate the formulation of preparedness
plans and allocate project resources for technically sound structural and
non-structural mitigation measures;
12. Facilitate relationship building and
communications relating to role of religious places in disaster situation
program activities between the Islamic Relief, religious places, religious
institution and local disaster
management agency.
13. Work with other projects to develop
synergies with other IRI interventions
14. Drafting communication and weekly/monthly
progress reports, as requested
15. Prepare written report of the program
activities in the field of assignment.
16. Undertake other duties that may be assigned
from time to time by the management
17. Keep all records up to date and file in a
proper and efficient manner
General Responsibilities:
1. Observe security rules at
all times
2. The employee may be asked
to perform duties and task not covered in this job description as well as to
provide support to other department when necessary
Required Experience and Knowledge:
§ Management / Anthropology / At least Diploma/Bachelor's
degree in any fields of development studies
§ At least 3 years progressive experience in designing and
implementing DRR interventions, disaster management trainings and other
capacity building measures relating to DRR/DRM
§ Good facilitation skills
§ Experience in participatory assessment, program planning and
management including financial management
§ Demonstrated experience
§ Excellent project management skills
§ Good leadership, supervisory & management skills
§ Good knowledge on geographic and environment of the area
of assignment
§ Excellent knowledge of computer operation (Windows, Excel,
Power Point)
§ At least one years of in the community approach
§ Experience of writing progress reports
§ Experience in M&E is highly desired but not
essential
§ Willing to be based in field office and has a driving
license (motorbike)
§ Ability to write reports with a genuine willingness to
share information
§ Good written and spoken Bahasa Indonesia. Proficiency in
English language will be considered an advantage.
§ Able and willing to travel to project locations as and
when required
§ Able to understand about the important of placement
rotation
§ Commitment to the aims and beliefs of Islamic Relief and
able to represent organization
§ previous experience with community and school -based DRR
activity
