Position                                            : Social Media Management - Consultant

Working Period                           : April - September 2015
 
 
BACKGROUND 
Act No.5 Year 2014 on the State Apparatus which has been recently enacted is a key driver to promote reforms of the way civil service is managed. The law has established the State Civilian Bureaucracy Commission (Komisi Aparatur Sipil Negara - KASN) with the function to ensure the application of merit principles in all phases of human resources management of the Indonesian public sector, especially in the recruitment and placement of approximately 12,000 senior career executives in all government institutions and to supervise the implementation of the code of ethics and codes of conduct.
Subsequent to the enactment of the Act, through Presidential Decree No. 141/M/2014 dated, September 30, 2014, President Yudhoyono appointed seven Commissioners with outstanding experience in human resources policy making and management. The Commissioners were inaugurated by President Joko Widodo on November 27, 2014. As a newly established agency, KASN is in need of support in building its institutional capacity to cope with the topical challenges and high expectations of the Indonesian public for a clean and efficient government.
In this regard, MSI-SIAP 1 plans to support KASN in promoting its role in reforming the bureaucracy and build a name for itself by utilizing social media platforms. MSI SIAP-1 seeks the expertise of a consultant to develop KASN's social media infrastructure and manage all the platforms as needed.
 
SCOPE OF WORK:
A.     Objective: 
1.       Social media infrastructure of KASN developed.
2.       Utilize social media platforms to raise awareness of the public on KASN existence and to create engagement.
 
B.     Activities:
1.      Five (5) days for:
a.       Review all materials (law, regulation) related to KASN authorities and conduct need assessment on public campaign.
b.       Meeting with KASN Commissioners, staff and related stakeholders to determined core vulnerabilities in current strategy & infrastructure.
 
2.      Ten (10) days for:
a.       Develop social media infrastructure; twitter, facebook, and others for KASN
b.       Developing social media engagement strategy for all social media platforms for 2015-2020 period
c.       Integrating social media plans with other online and offline communications activities to ensure all the campaign output enhances KASN strategies outcomes and goals
 
3.      Ten (10) days for:
a.       Developing social media content planning for all platforms on a daily basis for 6 months
b.       Develop, in coordination with the KASN leadership, a staff policy to cover the use of social media for both professional and personal contexts.
 
4.      Forty five (45) days for:
a.       Managing and updating KASN social media on daily updates (minimum 300 tweet over engagement period) - estimated hours spent: 2 hours/day
 
5.      Two (5) days for:
a.       Drafting recommendation report on social media activities for the partner
b.       Drafting basic guidance for KASN in utilizing the social media
c.       Writing and presenting final report to MSI and KASN
 
 
DELIVERABLES
a.       Social media infrastructure
b.       Report on assessment of current social media infrastructure, core problem, challenges, opportunities, and strategies
c.       Social media engagement strategy in all platforms (website, facebook, twitter, youtube) for the period of 2015-2020
d.       Social media content planning for 6 months in daily basis
e.       Daily updates to social media platforms
f.        Monthly Report on assistance to the KASN
g.       Recommendation report for each social media platforms
h.       Basic guidance for KASN in utilizing all social media platforms
i.         Final report on assistance to MSI and KASN
 
Qualifications
1.       Individual/personal consultant
2.       Minimum Bachelor Degree from social sciences or communications-related disciplines.
3.       Have at least 3 years of experience in citizen engagement and mobilization, with a particular strength in online engagement and use of social media
4.       Demonstrated track record in social media engagement
5.       Good understanding on merit system, best practices on code of ethics and code of conduct as well as  on anti-corruption issues
6.       Have a good communication skill and good personality
7.       Have an experience working with government agencies is preferred
