Programme Manager, Internationalising
Higher Education (IHE)
2 (Two) position, 1 year contract -

|
Purpose of
job:
To build and strengthen mutually beneficial partnerships
between UK and Indonesia in higher education, focusing in particular on the
research and higher education capacity building agendas of both countries,
supporting the Senior Programme Manager IHE in liaising closely with
stakeholders such as UK HEIs, BIS, British Embassy, Indonesian Ministry of
Education and HEIs. To grow impact and profile of cutting edge UK Higher Education
innovation in Indonesia, ensuring long term partnerships and to generate
increased partner funding.
Context and environment: (e.g. dept description, region
description, organogram)
Indonesia is a Tier one priority country in the East
Asia region. Furthermore, Internationalising Higher Education is a priority
area. However, Trans National Education partnerships, academic collaboration
and student mobility between Indonesia and UK lag behind that of most
neighbouring countries in terms of scale, volume and impact. Following the
visit of the Prime Minister and Universities Minister in April 2012 and the
revival of the UK-Indonesia Partnership Forum with Education as a key strand,
we are committed to up-scaling our programme.
Recently, the level of activity has increased
dramatically as UK tertiary education institutes increasingly recognising the
importance of collaboration with Indonesia and in line with a renewed push by both the Indonesian
Ministry of Research, Technology and Higher Education and the Indonesian
Ministry of Religious Affairs to increase the quality of tertiary education
institutes, downstreaming research, increasing publication in international
journals and citations, increasing the number of PhDs etc.
Accountabilities, responsibilities and
main duties:
Duty:
Delivery of programmes and/or projects, including
o
Ensuing
the visibility and reputation of the IHE programme and for UK Higher
Education through the support of a network of strong relationships with the
UK and Indonesian HE community, the British Embassy and other Indonesian
and UK government partners, built on
professional expertise, visits, presentations at key conferences/ networking events and
consultancies given to stakeholders.
o
Under
the guidance of the Senior Programme Manager IHE, to facilitate and support
international mobility of students and academics and education leaders
between UK and Indonesia and maximise the contribution of UK alumni on return
to Indonesia.
o
To
manage Higher Education policy engagement and reform initiatives and targeted
partnership programmes in Indonesia. Also to assist the Director Education
and Society Indonesia in the development of training, consultancy and
mentoring support to build capacity and confidence across the Indonesia
Programmes Team, stakeholders and the region in the strengths and
characteristics of UK higher education.
o
Under
the guidance of the Senior Programme Manager IHE, to support growing partner
funding in cash and in kind, in the form of client funded work, full and
partial cost recovery contracts, cost sharing and sponsorship.
o
To
ensure that all activity is appropriately recorded, reported and disseminated,
particularly through social media and British Council website.
Monitoring and Evaluation of projects for internal
and external customers.
o
To
ensure accurate and consistent record keeping and database management.
o
To
take responsibility for the management of specific areas of planning and
reporting.
Communications and Relationship Management
o
To
help develop and maintain relationships with key stakeholders in Indonesia
and the UK
o
To
communicate effectively with relevant Indonesian stakeholders.
o
To
actively engage with UK institutions so that communications are always
proactive.
o
To
liaise with Indonesian universities and colleges, to establish sustainable
relationships with UK institutions.
o
To
support the arrangement of UK education missions to Indonesia
o
To
support professional development activities for Indonesian stakeholders, in
liaison with UK institutions where relevant
o
To
support and develop programmes with UK alumni in Indonesia
o
To
promote programme activities using social media networks
o
To
engage and share with fellow team members so that the Education team works
effectively as a team.
Key
relationships :
Higher Education
constituencies in UK and Indonesia, including international departments and
faculty staff, relevant ministry staff in both countries, the British Embassy
in Jakarta and others with an interest in the bi-lateral education
relationship.
Other
important features or requirements of the job
Based in Jakarta but with a requirement to
travel in Indonesia and occasionally overseas.
Regular week-end and evening work related to
events at specific times of the year.
