The Government of Indonesia and International Fund for Agricultural
Development (IFAD) have long history of development cooperation. IFAD has supported development initiatives in Indonesia related to agriculture and
fisheries sectors. IFAD work together with Government of
Indonesia to improve situation of the smallholder farmer by provide policy
recommendation, management of knowledge and partnership establishment.
Directorate
for Multilateral Foreign Funding (DMFF) of the Ministry of National Development
Planning/ National Development Planning Agency (BAPPENAS) is implementing a
project, funded by IFAD, to use projects experiences as evidence for policy
making. Under the umbrella of “sustainable economic development through
south-south and triangular cooperation in Indonesia, DMFF Bappenas is aiming to
escalate result from previous and existing projects in agricultural sector with
particular emphasis on public-private partnership component. Any success
identified by the project is expected to contribute south-south and triangular
cooperation. The project will also focus on scale up and contribution to
evidence-based policy making to enable poor farmers to achieve sustainable
economic development.
The project
has three key outputs namely (i) documentation
of experiences; (ii) knowledge
sharing and management; and (iii) project implementation and performance monitoring. One of key work is on knowledge
management and therefore DMFF Bappenas is looking for a public-private partnership specialist. Under the guidance from
the DMFF and supervision from the project
manager, the public-private partnership specialist
is responsible
to develop learning notes of the public-private partnership
experiences in agricultural development. The Public Private Partnership Specialist is expected to lead
the identification, elaboration and advocation of
agriculture-related public-private partnership of which has potential to be
shared, replicated or
scaled up.
Description of Works and Responsibilities
The public-private partnership specialist will
work
full time for twelve months period. Under the guidance and close coordination from the DMFF and supervision from the project manager, the
knowledge management specialist
is expected to carry out responsibilities
as follows:
- Identify public-private partnerships based on scoping study report, as well as data collecting and desk review of similar projects and develop the reports;
- Map and analyse stakeholders and their roles on agriculture-related public private partnership;
- Deliver a report of stakeholder mapping on agriculture-related public private partnership;
- Undertake literature studies on the concepts and ongoing discourses of public private partnership in agriculture;
- Develop term of references for knowledge documenting activities and sharing events on PPP in agriculture sector;
- Produce and reproduce knowledge products by using the documented knowledge and lessons, through various form of writings including policy briefs, articles for print and online mass media, learning notes, storytelling articles, etc.;
- Develop term of references for learning events and coaching clinics for promoting knowledge management;
- Support the Secretariat to prepare, consolidate, and facilitate learning events, coaching clinics and other necessary meetings, training, workshops and other project activities related to PPP in agriculture sector;
- As required and directed by the DMFF, liaise with IFAD and other related stakeholders for matters related to knowledge documentation and sharing;
- Ensure well maintained data and information on project delivery, identify issues on delivery and bring the issues to the attention on the management; and
- Participate in PPP-related events, either organized by the project or other organization, take notes and document lessons that potentially provide valuable inputs to project activities; and
- Support the Secretariat on daily operations of the project, including preparation, implementation and monitoring of project annual work plans, reports, and any relevant duties as requested by the Project Manager and DMFF.
Requirements for Qualifications and Competencies
a.
Academic Qualifications
Bachelor or master degree in a relevant discipline, such as development, agriculture economy, public
policy, social
science, or other relevant fields of study.
b. Language Requirements
·
Fluency in
written and spoken English
is an absolute necessity;
·
Fluency in
written and spoken Bahasa
Indonesia
is an absolute necessity.
c.
Professional Experiences
Minimum 3 years of professional experiences for master degree and minimum 5 years of professional experiences for
bachelor degree, preferably in the field of agriculture or public private
partnerships. Following requirements
are assets:

Demonstrate strong familiarity with development projects and
foreign
assistance’s programmes/ projects in Indonesia;
·
Proven ability to
produce different styles of well-composed writings, both in English and Bahasa
Indonesia;
·
Demonstrate ability to write high quality reports, both in English and Bahasa, is a must;
·
Hands-on experience or strong knowledge on public
private partnership in agriculture sector is an advantage;
·
Familiar with the
Government of Indonesia and IFAD procedures is an advantage;
·
Familiar with
information technology. Up-to-date computer skill is required, experienced in
handling web-based management systems would be preferable;
