AIPJ - Communications for Development Advisor

The Australia – Indonesia Partnership for Justice (AIPJ) is a five-year program funded by Australian Aid with a current closing date of December 2015.

The strategic focus of AIPJ is on realising the rights of all Indonesians, in particular poor women, vulnerable children and people with disabilities. Building on the successes of previous Australian law and justice programs, AIPJ focuses on the following rights:
 
•    Legal identity (birth, marriage and divorce certificates) as one precondition to realising basic economic and social rights, such as education and health care;
•    The right to fair proceedings which are independent and impartial, fast, consistent, affordable, and accessible; and
•   The right to legal information.
 
AIPJ has four main components – legal assistance, legal identity, court reform and anti-corruption, with 3 cross-cutting components in civil society strengthening, disability inclusion and juvenile justice. Visit www.aipj.or.id for more information about AIPJ.
 
AIPJ supports partners to influence perceptions of justice and empower changes to behaviour through information, education and peer support. In order to continue this work we are seeking a skilled individual with the capacity to advise and analyse communication effectiveness in campaigns and social change initiatives. This role will advise, monitor and contribute to initiatives within teams through an ongoing review and learning process.
 
Scope of Works
•    Provide technical assistance (from formative research, through design, media and materials production, community mobilisation and monitoring and evaluation) to develop and implement communication strategies for development outcomes.
•    Share best practices in their field of expertise and contribute to the knowledge base in AIPJ and partners
•    Share new knowledge, evidence and best practices through collaboration with relevant other programs and the private sector.
•   Conduct formative research for messages, channels and materials development.
•   Establish partnerships with local media organisations
•   Work with partners to design communication and messaging content.
•    Utilise new media and creative approaches to reach target groups. Expand capacity in AIPJ and its partners to use these approaches and measure their impact
 
Selection Criteria
•    Masters degree in communications, management, social sciences, international development, or a related field.
•    Minimum of 10 years experience in communications and behaviour change communication is required.
•    Minimum of 5 years experience of leadership and management of relevant projects.
•    Experience in developing and implementing communications for development, including use of innovative approaches and new technologies
•    Experience guiding and providing technical assistance to staff working on communications projects.
•    Experience in developing behaviour change communication tools and materials, and demonstrated understanding of current behaviour change theories and approaches
•   Experience in monitoring and evaluation and operational research experience.
•   Team player with a strong focus on working collaboratively
•   Fluent spoken and written English is required
 
Reporting
The Advisor will report to the Team Leader on strategy and Deputy Team Leader on day-to-day operations.
 
Position Status
This contract will be for a short-term advisor with inputs starting from June 2015.  It is expected that there will be up to 60 days inputs but this will be confirmed on completion of a work plan, developed in consultation with AIPJ teams, in the initial period of the engagement.
