Trainer
on CFE Preparation Course
Position :
2 (two) Fraud Training Consultants (Local) – Individual
Consultant
Languages Required : English / Indonesian
Duration of Contract : 9 working days for each consultant.
Period of Contract : 15 June – 15 August 2015
BACKGROUND:
SIAP 1 is a USAID-funded program that supports several Indonesian
Government Agencies in their efforts to promote integrity and accountability.
As part of these efforts, SIAP 1 will offer Certified Fraud Examiner trainings
to its beneficiaries.
SIAP 1 is seeking applicants from experienced trainers who could train
the CFE courses, focussed on topics tested in the CFE Certification Exam.
OBJECTIVES:
The objectives of this activity is selecting trainers for delivering
materials on CFE manual for 20 BPK staffs.
SCOPE OF WORK:
The scope of work of consultants are:
1)
Preparing slide presentation based on CFE Manuals International
Edition,
2)
Preparing Pre/Post Test for participants,
3)
Delivering materials during CFE Preparation Course that will be
attended by 20 BPK staffs,
4)
Conducting Pre/Post Test on topics that have been trained, and scoring
the test results,
ACTIVITIES:
A. GENERAL
1). Coordination meeting with MSI to get presentation
requirements that have to be complied.
2). Preparing the deliverables, as follows:
§ Draft slide Presentation in Power Point format, for
topics stated in point B:
§ Preparing 150 multiple-choice questions for pre/post
test of each topic, along with the solution manuals. The questions test have to
be referred to the CFE Manual.
3). Revising draft Slide Presentation and Pre/Post Test.
4). Submitting the final deliverables.
5). All of materials must be submitted in MS word format
and MS power point format.

TOPICS
Two
consultants will be hired, with different topics as stated below;

First consultant
§ Section 1 of CFE Manual – Financial Transaction
and Fraud Scheme
§ Section 2 of CFE Manual – Law
-
Second consultant
§ Section 3 of CFE Manual – Investigation
§ Section 4 of CFE manual – Fraud Prevention and
Detterence

Consultants must use the latest version of CFE Manual International
Editon
ILLUSTRATIVE TASKS AND
ANTICIPATED WORKING-DAY FOR EACH
CONSULTANT
1). Coordination meeting with MSI to get presentation
requirements that have to be complied 0,5
day / 4 hours
2). Preparing the draft slide Presentation in Power
Point format 3,5 days
/ 28 hours
3). Preparing 150 multiple choice questions along
with the solution manuals 1,5 days / 12
hours
4). Revising draft Slide Presentation and Pre/Post
Test 1 day
/ 8 hours
5). Delivering the training materials in Class and Conducting
Pre/Post-test 2,5 days / 16 hours
EXPECTED DELIVERABLES:
1.
Draft slide presentation in Powerpoint format file along with in Pdf
format file (2 slides per sheet) – not later than 5 May 2015
2.
Final slide presentation in PPt format along with the Pdf format (2
slides per sheet) not longer than 3 days after MSI-review finished.
3.
Delivering the training materials in class during related sessions.
4.
Conducting and supervising Pre/Post-Test in each topic trained.
Applicants
must meet the following requirements:
1. Individual consultant, expertise in Fraud Examination
and Training,
2. Having CFE certificate (preferably not CFE
granted by waiver program),
3. Having the ability to provide services as a anti
fraud trainer
4. By law has the capacity to sign a contract,
5. Not in the supervision of the court, not
bankrupt, and / or not serving criminal ,anctions,
6. Has tax number identification (NPWP),
7. Having a good performance, not on the sanctions
list or black list in a government agency/state owned company,
8. Not make incorrect statements about his / her
competence and capabilities.
