Policy and Environment Governance Specialist

International, a leading international development consulting firm based in
Washington, D.C., seeks qualified Indonesian candidates to fill the position of
long term Policy and
Environment Governance Specialist on its project entitled Program
Representasi (ProRep) in Jakarta. Funded by USAID, Program Representasi
(ProRep) is designed to help civil society organizations (CSOs), public policy
research centers and universities, and other policy actors become more
representative, effective and responsive to citizens’ needs, and facilitate these groups to engage effectively
for better informed and more representative policy processes and outcomes.
The ProRep Policy and
Environment Governance Specialist will have primary responsibility
to contribute
to technical strategy and the development and implementation of the environment
policy community, especially with regards to environment governance. He or she
will perform basic
specialist functions including, but not limited to, the following:
· Capacity
building roles:
o
Provide advisory, mentoring, technical assistance and if
necessary training to CSO and research institutions partners and grantees,
especially for activities that connect advocacy CSOs and/or research
institutions with policy making at different level of government.
o
In coordination with the ProRep Communication Team, advise
CSOs and think thanks to develop and improve their communication strategies for
the purpose of public outreach and expanding network for better policy changes.
o
Collaborate with short-term experts, subcontractors, and
grantees involved with ProRep.
· Coordination
roles:
o
Assist in ensuring that program activities and achievements
contribute to the project’s performance management plan indicators and achieve
desired impact.
o
Provide technical oversight to project partners (including
grantees and letter of collaboration/LOC partners).
o
To develop and to manage the environment policy community
involving CSO partners, research institutions and other important
stakeholders.
· General and
administration roles:
o
Monitoring and reporting on partners’ performance and
providing input into ProRep’s Monitoring and Evaluation (M&E) PMP. Contributing to project efforts to assess and
report on impact including but not limited to M&E-led evaluations and
assessments, quarterly, annual, and final reports, success stories, newsletters
and other means of communication.
o
Review grants reports and deliverables and provide
suggestions for refinement.
o
If necessary, review CSO and research institution partners
or grantee’s products (for example: publications, modules) and provide inputs
for improvements.
Applicants should have these following
qualifications:
o
University graduate, Master Degree preferred
o
Have at least 10 years of experience in CSO and/or think
tanks grants and activities support on policy advocacy work and capacity
building
o
Well acquainted with CSOs and think tanks/research
institutions, particularly in regards to their role in policy reform
o
Deep understanding and experience working on policies
regarding provision of environment regulations, forest management, social
forestry, indigenous forest, budgeting on environment and natural resources
management, both in national and local government agencies.
o
Have excellent interpersonal communication skills
o
Creative and open minded
o
Able to work in cross cultural environments
o
Excellent English language skills
o
Experience working with International donor
agencies / USAID and knowledge of USAID policies and procedures is an
advantage.
