World Food Programme, Indonesia invites applications from the eligible candidates for the following position:


Position                : Consultant (Food Security and Vulnerability Atlas Advocacy)
Contract Type   : Special Service Agreement
Duration              : 6 (six) months with initial 3 month probation period
Duty Station       : Jakarta, Indonesia

Accountabilities:
Under the supervision of the Head of VAM unit and related Program Officer, the incumbent of the position will be responsible for the following duties:

Background
The National Food Security Council (FSC) and WFP jointly developed the second edition of national Food Security and Vulnerability Atlas of Indonesia (FSVA). The national FSVA was launched by the President of Indonesia and the Minister of Agriculture on 24 May 2010 during the Annual Food Security Council Conference in Jakarta.  A new 2015 FSVA has been produced and as part of its launch, an advocacy version of the Atlas and a broader communication plan is required to further share the findings of the FSVA and increase its utilization by various actors.  The draft of the 2015 FSVA was submitted to Government for approval in April 2015.  It has been signed by the Minister of Agriculture and currently is awaiting signature for the President’s office.

Objectives
In order to ensure broad visibility and use of the 2015 FSVA, an advocacy version of the larger document is required.  In addition, a well thought-through plan to disseminate the FSVA and ensure that it be used as an information source for policies and programs is required. To achieve these outputs, a short consultancy is required.

Scope of work
The consultant will be required to deliver three key outputs:
1.      Develop an advocacy version of the 2015 FSVA which highlights the main findings of the Atlas and calls to attention the use of the results for policies and programs.
2.      Develop a communications and outreach plan for the 2015 FSVA which includes a launch event, dissemination of the full report and advocacy version, and a plan for monitoring use of the FSVA to inform policies and programs
3.      Implement the communications and outreach plan followed by a brief report on the successes and failures of the plan
4.      Provide communications support to a WFP high-level visit to Indonesia in early July, including drafting a press release and setting up media interviews.


Duration and location
This consultancy is required to begin as soon as possible and for a duration of 2 months.  The consultant will work from the WFP Jakarta office and meet frequently with counterparts in government, particularly the Food Security Agency, Ministry of Agriculture, Ministry of Health, and Bappenas. 

Minimum qualifications and experience
  1. Advanced university degree in communications, international relations, public policy, or a related field.
  2. Proven ability to communicate statistics and data in a meaningful manner for decision makers and for the general public
  3. Proven track record in developing and implementing communication plans that influence public policy
  4. Extensive knowledge of food security and nutrition concepts
  5. Excellent writing and communication skills in English and Bahasa Indonesia
