DAI, the 
implementer of the “USAID-funded Indonesia Urban Water, Sanitation, and 
Hygiene (IUWASH) Project” invites qualified offerors to submit proposals
 to supply and deliver “Documentary Film for Promotion of Sewerage and 
Septage Service by PDAM Surakarta” in support of program implementation.
 The Indonesia Urban Water Sanitation and Hygiene (IUWASH) project is a 
sixty-month program funded by the United States Agency for International
 Development (USAID) and implemented under the leadership of IUWASH 
works with government, the private sector, NGOs, community groups and 
other stakeholders to improve access to safe water supply and sanitation
 in Indonesia’s urban areas. The overall goal of IUWASH is to assist the
 Government of Indonesia (GOI) in making significant progress in 
achieving its safe water and sanitation Millennium Development Goal 
(MDG) targets by expanding access to these services. The expected 
results to be achieved are: (a) Two million people in urban areas gain 
access to improved water supply; (b) 250,000 people in urban areas gain 
access to improved sanitation facilities; and (c) the per unit water 
cost paid by the poor in targeted areas decreases by at least 20%. To 
achieve the above, technical assistance is divided in three main 
technical components:
- Mobilizing demand for water supply and sanitation service delivery;
- Improving and expanding capacity for water and sanitation service delivery; and
- Strengthening policy and the financial enabling environment for improved water supply and sanitation service delivery.
Activity Description:
The
 process of assisting the program of Sewerage Service System (SL2T2) in 
Surakarta has shown a significant improvement. The stage of software 
preparations for supporting the program have been completed and the 
drafting of a regulation e.g. Mayor Regulation No. 16-A, 2004 on Sludge 
Management has also been approved. The preparations include the 
providing of Geographic Information System data (GIS) and Management 
Information System (MIS). Private parties are also ready to get involved
 in and the MoU has already been prepared.
The next important 
stage is the stage of implementation. However before implementing the 
SL2T2 program, important phases have to go through and they are the 
phase of socialization and promoting. According to Wikipedia, 
socialization defined as a process of informing or transferring customs 
or values and rules from one generation to the next within a community 
or society. Numbers of sociology say that socialization is a role theory
 for within its process the roles that have been taught to have to be 
carried out by each individual.
In relation to 
the program of SL2T2, the socialization takes important role in 
transferring the knowledge on SL2T2 from the Local Government of 
Surakarta to its people. It is expected that the process will form a new
 habit within the society. The new habit in the context of SL2T2 is the 
habit of undertaking the periodic septic tank cleaning either once in 
every 2 or 3 years. The overall goal of the socialization is to gain 
supports from the people to make the program SL2T2 runs successfully.
To
 have a smooth and successful socialization, IUWASH provides a 
documentary film about the program of SL2T2 with the duration of 5-7 
minutes. It is made to make the program easier and quicker to be 
understood by the people for as we know that the majority of Indonesian 
people are from the lower class /people with low income and education 
and they find easier to receive and understand the information better 
via audio visual media. Therefore, this documentary film has an 
important role in socializing a program like SL2T2.
IUWASH
 also supports the promotion of sewerage system by producing a film on 
waste connections. The short film is made to raise people’s awareness of
 how important it is to build domestic waste connections in their homes.
The goal of the two films is also to improve the quality and quantity of domestic waste service in the city of Surakarta.
