II. Organizational Context |
Strengthening
Innovative Partnership for Development Cooperation (SIP-DC) project will
support the Government in moving forward from the paradigm of donor-recipient
relationship to partnership for development effectiveness. The project will
focus on institutional building, policy support and capacity building that
lead to the shifting paradigm and developing further international
development cooperation agenda including post MDG 2015. This project will specifically
pilot innovative partnerships for South-South and Triangular Cooperation
(SSTC), in line with the Grand Design 2011-2025 and Blue Print 2011-2014 of
Indonesia South-South Cooperation as well as support to the National
Coordination Team on South-South and Triangular Cooperation Indonesia.
Strengthening Innovative Partnership for
Development Cooperation (SIP-DC) project implemented by
the National Development Planning Board (BAPPENAS) is designed to enhance the
coherence between UNDP’s projects and the Government’s priorities and to
enhance the capacity of the Government to effectively coordinate and manage
technical assistance from a variety of sources. Following this, to support
Indonesia South-South and Triangular Cooperation initiatives, the Government
of Norway has committed to support the activities.
Under the overall
guidance of the National Coordination Team of SSTC, and direct supervision
from National Project Director and Deputy Project Director, the Project
officer/liaison officer is responsible in SSTC areas such as related to planning,
implementing, reporting, and coordinating with related stakeholders related
to the Working Group (WB) 1 that work on the institutional and legal arrangement
of the South-South and Triangular Cooperation. The Project Officer/ liaison
officer works closely under the coordination with the National Coordination
Team of SSTC specifically Working Group 1, Head of Technical Team of NCT SSTC
/ National Project Director/Deputy NPD, National Project Manager, and Project
Coordinator SSTC.

III. Functions / Key Results Expected |
Specifically the NPC
will be responsible for the following tasks and duties:

§ Ensures
the planning of the project activities focusing on achievement of the
following results:
o
Assist the National Coordination Team WG
1/ Head of Technical Team of NCT SSTC /National Project Director/Deputy NPD/National
Project Coordinator in the preparation of quarterly and annual work plan
related to SSTC specifically on Working Group 1 on institutional and legal
arrangement of SSTC Indonesia.
o
Work with the Project Coordinator to
ensure quality, relevance and timelines of project work plans of SSTC
specifically on the institutional and legal aspects.
§ Ensures
the implementation of project activities focusing on achievement of the
following results:
o
Work with Project Director/Deputy
NPD/Head of Technical Team/ National Project Coordinator of NCT SSTC in
supporting the development and implementation of SSTC between the Government
of Indonesia and related partners
o
Prepare and submit activity progress
report for WG 1 on a quarterly basis and, or by requested, prepare other
reports and briefs as required by the Project Director or Project Manager or
UNDP
o
Work with multiple stakeholders,
specifically the Working Group 1 of National Coordination Team of SSTC, experts
and the academic community to ensure that the project achieves the output
o
Support the Working Group 1 of NCT SSTC in
organizing meetings involving related stakeholders to support the development
cooperation agenda, facilitate meeting, and implementing activities,
including planning, monitoring and evaluation.
o
Support the Working Group 1 of NCT SSTC and
Project Coordinator in drafting/ revision of Terms of Reference (TOR) for
specific activities, participation in consultant and evaluation team
selection as well as technical support and feedback on the project
implementation of WG 1.
o
Prepare and consolidate the procurement
plan and implementation for the project in accordance with Government
regulation and UNDP rules
§ Support
facilitation and knowledge sharing in the area of SSTC and SIP-DC project,
focusing on achievement of following results:
o
Support the design and establishment of
information system of SSTC and SIPDC projects specifically on the Working
Group 1 activities
o
Generates new ideas and approaches,
researches best practices and proposes new, more effective ways of doing
things
o
Support the documentation and systematic
filing system of key documents in hard and soft copies according to audit
requirement
§ Assist
any relevant duties requested by National Project Director/ Head of Technical
Team of NCT SSTC/Head of Working Group 1 SSTC.

Preparatory work
for the establishment of project systems and procedures undertaken consistent
with the Government of Indonesia rules-regulations and UNDP’s national
implementation modality to ensure achievement of the objectives of supported
projects.

Recruitment Qualifications

Education:

Master degree in
Social Science, Management, Development Studies, International Relations, or
relevant degree

Experience:

Minimum 3 years working experience in
project management
·
Experienced in working with Government
(in particular with Bappenas, Local/International NGO, and UN agencies in
development areas)

Have experience in development
cooperation would be an advantage
·
Have good project reporting and writing
skills
·
Demonstrates strong coordinating skills,
and understanding of the substantial issues of development cooperation,
south-south and triangular cooperation, and administrative aspects of project
management.
