PRIORITAS is a five
year USAID-funded project designed to improve access to quality education for
children in Indonesia. USAID PRIORITAS is part of a cooperative agreement
between the Governments of the United States of America and the Republic of
Indonesia. The project is working
closely with national and local partners to: Improve the quality and relevance
of teaching and learning in schools ; Develop better management and governance
in schools and districts ; Support better coordination within and between
schools, teacher training institutions and government at all levels. USAID PRIORITAS is
working
across 60 partner districts in Aceh, North Sumatra, Banten, West Java, Central
Java, East Java, South
Sulawesi and Papua.
In 2014, PRIORITAS distributed books to 550 PRIORITAS partner schools and
will distribute more packages of leveled reading books to 10,000 non
PRIORITAS partner schools starting 2015 until 2017.
The PRIORITAS is
currently seeking qualified individuals to fill the positions
ACCOUNTANT
This position will be based in Jakarta.
The Accountant's responsibilities will include:

Finance Tasks
|
1.
|
Maintaining
accurate financial records and preparing clear calculations to support
informational, auditing, and operational use. Conduct a field visit to
provincial offices when necessary to train provincial accountant and ensure
compliance to PRIORITAS-RTI & USAID regulation
|
|
2.
|
Ensure project
compliance with PRIORITAS-RTI accounting in
accordance with generally accepted accounting principles (GAAP), and
compliance with USAID regulation.
|
|
3.
|
Review and ensure adherence to PRIORITAS-RTI and USAID
administrative/financial compliance procedures for all expenditures.
|
|
4.
|
Respond to
inquiries from the PRIORITAS provincial
offices regarding monthly compliance findings and issue.
|
|
5.
|
Support Finance
& Grants Mgr. in reviewing, verifying and finalizing grantee’s budget
before grant is awarded. After the grant is awarded, support Finance &
Grants Mgr. in reviewing the Grantee Technical Report (Fixed Obligation
Grants) and Financial Report (Simplified/Standard Cost Reimbursement Grants)

|
Support Finance
& Grants Mgr. in reconciliation of all PRIORITAS
field offices bank and petty cash accounts.
|
|
7.
|
Review the Income
Tax component from all provincial payments and reconcile the report in
monthly basis, to be reported to RTI Indonesia.
|
|
8.
|
Along with other
Accountants, able to input transactions in Quickbook.
Ensure that all transactions are properly documented and approved, and ensure
that errors are corrected with adjusting entries prepared accordingly.
|
|
9.
|
Along with other
Accountants, assist the Finance & Grants Mgr. in the development of the
Project’s accounting systems and procedures. This will include development,
monitoring and evaluation of internal checks and controls. To ensure that all
offices (National, Provincial and District) perform financial management in
accordance with existing policy and procedures.
|
|
10.
|
Along with other
Accountants, implement the Project’s accounts payable policy and cash
disbursements of the same.
|
|
|
|
Budgeting and cash monitoring
|
1.
|
Assisting the Finance & Grants Mgr. in
reviewing the funding requests from PRIORITAS provincial
offices.
|
|
2.
|
Monitor cash flow
level of each provincial offices.
|
|
|
|
Administration
|
1.
|
Ensuring that all transactions are
adequately supported and approved, filed properly and on time. All payment
documents are cancelled (stamp PAID) to avoid resubmission for payment.
Original documents are attached to support payments.

|
|
|
Continual Improvement
|
1.
|
Assist the Finance & Grants Mgr. and
RTI Indo Finance Mgr in ensuring that PRIORITAS-RTI policies and
procedures and Quickbook implementation are followed; monitoring PRIORITAS’s
operations, investigate problems and resolve as appropriate.

2.
|
Continuous
learning on Quickbook Accounting system to enable him / her
provides support to provincial accountant on Quickbook.
|
|
|
|
Other
|
1.
|
Any other duties that may be assigned by PRIORITAS’s
Finance & Grants Manger
|
Position Requirement:
1.
A
Bachelor degree in accounting or finance with audit experience preferred
2.
Minimum
three to five year work experience with at a similar level in a similar
organization.
3.
Membership
of worldwide recognized professional accountant body such as a Chartered
Accountant or CPA.
4.
Understanding
of computer applications in respect to accounting, payroll, budgeting and cash
control.
5.
Fluency
in English both spoken and written.
