AEPI SSQ Procurement and Logistic Officer

Organisational Goals
 
Australia’s Education Partnership with Indonesia (the Education Partnership) is currently the largest intervention funded by the Australian Government anywhere in the world. Through the Education Partnership Australia supports the Indonesian Government’s long-term strategy to strengthen and consolidate its national education system, with a particular focus on the current Indonesian five-year plan (2010 – 2014) and support for the initial stages of the subsequent five-year plan (2015 – 2019). The Education Partnership builds on the successes of previous Australian Government supports to the Indonesian education sector by strengthening government systems. Under the Education Partnership, there are three managing contractors and the largest, School Systems and Quality (SSQ) contract, is managed by Cardno. SSQ covers three components, each relating to a different aspect of the Education Partnership.
Each of the SSQ-supported components is national in scope, supporting existing government structures. Component 1 focuses on strengthening systems for infrastructure development within the education sector — specifically, supporting MoEC to assure construction quality of new junior secondary schools. Component 2 is centred around the professional development of school and district management, particularly school principals, supervisors and district education officials, and design and implementation of a school induction program for schools built under Component 1. Component 3 supports the MoRA’s five-year plan to achieve universal national accreditation of private madrasah (Islamic schools) in the Islamic education sub-sector.
The Program Support Office, assist all three components in the operations of their activities by providing Financial, Human Resources, Information Technologies and General Affairs support.
 
Position Purpose
 
The Procurement and Logistics Officer is expected to assist in the development, advice and implement the full range of Procurement and Logistics processes in order to ensure that the office is running efficiently. The Procurement and Logistics Officer will work closely with the Operations Manager, Operations Support & Compliance Manager, Component Leaders and Finance Manager ensuring activities are taken in accordance with the program requirements.
 
The program will complete in June 2016 and the position is expected to facilitate the closures of all component offices and the Program Support Office, including associated asset handover process.

Key Responsibilities

Procurement
  • Manage the process of procurement of goods and service above Rp1,000,000 for all component offices and Program Support Office and liaise with suppliers as required.
  • Monitor office supply stock levels and manage the procurement of office supplies as required.
  • Manage the contracting for the supply of goods and services as required (e.g. cars, photocopies).
  • Record all assets procured in the Asset Register.
  • Check the existence of assets recorded in the Asset Register on a regular basis (a sample 3 times per year)
  • Liaise with members of the finance team to ensure that procurement and related financial processes are of a high quality, are transparent and follow the guidelines in the Admin Manual.
Logistics and Equipment
  • Provide support and advice to all offices for office renovation, repairs, office equipment, security and safety.
  • Oversee all repairs and maintenance of program vehicles.
  • Monitor acquittals of advances of Messenger.
  • Support the Program Support Office staff in their meeting/ workshop preparations.
  • Control spare keys to the office and maintain the Key Register.
  • Liaise as required with GoI organisations/ officials to establish office space for each component.
HR related
  • Conduct performance appraisals of the Messenger and Office Security Assistant.
Other
  • Assist components run workshops if required by carrying out administration roles.
  •  Maintain and establish good communication.
  • Other duties as could reasonably be requested.
 
The position will report to the Operations Support and Compliance Manager

Key Selection Criteria

  • Tertiary qualifications in a relevant field or equivalent experience
  • Extensive experience in the procurement and logistics areas
  • Strong organisational, planning and management skills
  • Demonstrated ability to deliver high quality outputs on time
  • Good interpersonal skills and commitment to working in a team
  • Excellent report writing skills and Fluency in Indonesian and English
  •  Experience working inter-culturally
Duration of Contract:
National position for up to June 2016.
