Opportunities with IIE

IIE is seeking qualified candidates for a Monitoring, Evaluation and Learning Specialist for an anticipated 5-year, USAID-funded program in Indonesia. 
 
The primary objective of the program will be to increase the research capacity of faculty, staff, Ph.D. students and post-doctoral researchers at selected public and private higher education institutions in Indonesia through partnerships with U.S. universities.  This position is contingent upon award and approval by USAID. The Monitoring, Evaluation and Learning Specialist will be responsible for ensuring robust performance monitoring and evaluation that supports the achievement of the program objectives.
 
Essential duties and responsibilities include:
·        Ensure that the contractor and subcontractors develop and employ effective performance management plans and work plans
·        Monitor the performance of partnerships
·        Identify partnership implementation challenges and opportunities and develop effective ways to address such challenges and engage such opportunities
·        Identify and disseminate best practices among the program partners and other interested parties
·        Comply with applicable contract and sponsor requirements and follow all IIE policies and procedures
·        Perform other related duties and functions as assigned
 
Education/Experience:
·        Bachelor’s degree or higher in a relevant area such as Monitoring and Evaluation, Economics or Research Methods; advanced degree in monitoring and evaluation preferred
·        At least seven (7) years of experience monitoring and evaluating development assistance programs, developing and implementing work plans and PMPs, assisting contractors in performance improvement, and writing assessments, lessons learned and best practice guides in support of improved program implementation and design
·        At least five (5) years of experience monitoring and evaluating higher education programs
·        At least three (3) years of  experience monitoring and evaluating development assistance programs in Asia; Indonesia experience preferred
 
Knowledge, Skills, and Abilities:
·        Ability to design M&E tools, surveys and evaluations
·        Strong analytical skills
·        Excellent presentation skills
·        Fluent in Bahasa Indonesia, excellent written and oral English
