Local Consultant to Finalize CRSA Report

Plan International Indonesia

Background to the Country Strategic Plan

Plan International Indonesia is approaching the end period of its CSP3 (2013-2017) and currently is preparing the process for developing its next five-year strategic plan of 2018-2022.  Plan International Indonesia has decided to get support from local consultants in developing its CSP4, in particular for generating knowledge from strategic review and identifying core children’s rights issues through Children’s Rights Situation Analysis (CRSA). The consultant will assist Plan Indonesia to finalize draft of CRSA report.  
 

Scope of work

Objective:
CRSA aims to analyze the situation of children in Indonesia, at national and local contexts, from a child rights perspective. CRSA will identify gaps in, or risks to children’s rights and which children are most affected (among others due to poverty, gender and disability), and analyze the causes of the gaps and the risks at household, community, local and national levels.  To complement, CRSA will assess recent trends in resource availability, both financial and non-financial resources and considering the implications of this in making strategic choices.
Output:
Maximum 20 pages (excluding annexes) of CRSA report in English, summarizing the situation analysis, covering macro level analysis of the political, economic, social, environment and cultural context of Indonesia and identification of key factors (including resources) that will shape Plan Indonesia’s strategic choices.
Methodology:
The CRSA will be done by conducting desk review and a series of stakeholder consultation, complimentary with key findings generated from work streams, done by Plan Indonesia. The process will involve Plan’s communities, governments, NGOs, INGOs, and other relevant stakeholders. Plan provide opportunities for children and young people to raise their concerns through consultation led by Plan’s youth volunteers. The consultant is expected to collate and finalize CRSA draft report based on results of those processes.
The findings will be consulted in 2 steps, i.e. pre-CRSA and CRSA workshops. The pre-CRSA workshop will be conducted simultaneously with the pre-LL workshop.

Budget

The applicant has to submit a proposal to Plan Indonesia that covers proposed consultancy fee and detailed steps to meet the deadline and description on applicant’s background and familiarity with children-rights based approach.
 
 
Requirements of the consultant for CRSA:
  • Advanced university degree in a relevant field of social sciences
  • Ability to synthesize large amounts of information combining quantitative and qualitative data
  • Profound knowledge of human rights based approach to programming
  • Understanding and knowledge of socio-economic and political context of Indonesia
  • Excellent written English
