Background
Better Work is a unique partnership program between the InternationalLabour Organization (ILO) and the International Finance Corporation (IFC).Launched in February 2007, it aims to improve compliance with labour standardsand competitiveness in global supply chains. Better Work involves thedevelopment of both global tools and country level projects. The focus is ondeveloping scalable and sustainable solutions, which build cooperation betweengovernment, employer and worker organizations, and international buyers.Improving compliance with labour standards in global supply chains is animportant part of a pro-poor development strategy. Ensuring workers’ rightsand entitlements are protected helps to distribute the benefits of trade.Better Work supports enterprises in implementing the ILO core internationallabour standards and national labour law. This helps enterprises compete inglobal markets where many buyers demand compliance with labour standards fromtheir suppliers. Improved labour standard compliance also helps enterprises bemore competitive through higher productivity and quality. These benefits helpbuild the business case and supplier support for improved labour standardcompliance.In 2011 the Better Work Indonesia country program became operationalwith a view to making its services available to enterprises in the garments andfootwear sector of Indonesia. It currently works with 151 enterprises.In mid-2016, Better Work Indonesia will establish an independentlyoperating foundation and the delivery of core services will be implemented bythis Foundation with quality oversight provided by Better Work staff in the ILOJakarta office and at the global level.For more information see http://www.betterwork.org/FunctionThis position will support the Better Work Indonesia Chief TechnicalAdvisor in (1) coordination and engagement with tripartite stakeholdersincluding further development and implementation of the program’s broaderinfluencing agenda, (2) collaboration with the ILO Jakarta office and otherrelevant ILO projects, (3) oversight of the program’s monitoring and evaluatingactivities, and (4) assistance with the set-up, liaison, and coordination withthe Better Work Indonesia Foundation.
Supervisionand Guidance
The National Programme Officer is supervised and guided by the BetterWork Indonesia Chief Technical Advisor (CTA). Guidance and advice on technicalor procedural aspects of the work are received as required. Judgement,initiative and creativity are required in translating project tools andapproaches with tripartite stakeholders. The work product is controlled by theCTA for technical soundness and appropriateness.
Responsibilities
1.     Supportthe BWI CTA in interactions with ILO national constituents, including membersof the BWI Project Advisory Committee - as part of the program’s influencingagenda strategy.2.     Monitorprogress of BWI project and activities by reviewing, verifying and analysingwork-plans, progress reports, final reports and other data for clarity,consistency and completeness.3.     Supportthe BWI CTA as a liaison with the BWI Foundation, helping to ensure adherenceto all requirements of the ILO Implementation Agreement and ensuring regularcommunications and coordination with the Foundation Liaise with  other relevant projects in the ILO Indonesiaoffice to ensure effective collaboration and coordination and to maximize theimpact of ILO activities in the country4.     Liaisewith the national constituents (particularly Ministry of Manpower andTransmigration, Ministry of Trade, Ministry of Industry, Employers’Associations and Trade Unions), develop and coordinate joint programmes inaccordance with the BWI Project document and ILO Indonesia DWC, and liaise thefinalization of BWI synthesis reports with the national constituents.5.     Provideprogramming and administrative support to BWI.6.     Preparebriefs, periodical reports and statistical data on status of BWI activities.7.     Assembleand edit basic data required for planning and negotiation of projectactivities, considering different approaches and alternative methods forproject design, management, problem identification and problem resolution.Follow-up on delayed documents, clarify information, and answer questions aboutclearance and processing requirements.8.     Assistin the monitoring and reporting on activities and performance, update M&Eindicators every 6 months.9.     Developcommunications and promotional products and materials, in line with thecommunications strategy of BWI, priorities set by the CTA, and in alignmentwith BW global communication strategies and materials.10.  Participatein the organization of conferences, seminars, workshops, and training sessionsand meetings.11.  BriefILO specialists, project experts, associate experts and visiting officials andprovide relevant information on programme matters.12.  Superviseproject support staff as required; and13.  Otherduties as required by the supervisor.Experience:      At least two years of professional experience in a capacity buildingrole. Familiarity with factory environment, and/or exposure to the Indonesiangarment industry is an advantage.Education:       Universitydegree in human resource management, business management, adult education,international development, law or other relevant fields, or equivalent inexperience.Nationality:       Indonesian Languages:      Excellent command of English. Fluency inBahasa IndonesiaRemuneration:National Officer Level A of the UN common remuneration systemand/or commensurate with the qualifications and competency of the selectedcandidate.
Competencies:•    Goodcommunications skills, both oral and written; •    Goodanalytical skills; •    Goodknowledge of the Indonesian labour law and regulations; •    Goodinterpersonal skills with a proven ability to tackle challenges with a range ofinternal and external partners•    Goodunderstanding of corporate social responsibility and labour compliance issuesin global supply chains; •    Abilityto monitor the effectiveness of training and capacity building initiativesundertaken by partner organizations/consultants; •    Goodunderstanding of principles of gender equality and principles of equalopportunity and how these can be promoted as part the responsibilities of thepost;•     Self-motivated and ability to work independently in an outcomes-basedwork culture as well as contributing to the work of a team; and•     Capacity to sensitively liaise and network with a range of stakeholdersincluding staff, donors, international buyers, government officials,management, unions and NGOs.•    Experiencein industrial relations and building of social dialogue between management andworker representatives at the workplace an advantage; •    Shares knowledge – Shares important or relevantknowledge and information formally (e.g. workshops, seminars) or informally(e.g. conversations with colleagues); promotes knowledge transfer. Application – Qualifiedwomen and men are encouraged to apply.
