Millennium
Challenge Account - Indonesia (MCA-Indonesia) is a trustee institution
that represents the Government of Indonesia to implement a five-year
(2013-2018) Millennium Challenge
Corporation's Compact Program, a major pillar of the United
States-Indonesia Comprehensive Partnership and the largest single pledge
made by the United States to Indonesia to date.
MCA-Indonesia
has three projects under Compact Program: Green Prosperity,
Community-based Health and Nutrition to Reduce Stunting and Procurement
Modernization. Our projects are
designed, managed and implemented by Indonesians, for the Indonesian
people. Our most important development work happens where it should be:
the districts and the villages.
Our goal is to reduce poverty through economic growth. Our
program is country-driven, reform-centered, and results-focused in order
to maximize its effectiveness and long-term sustainability.
To reach the goal, MCA-Indonesia is seeking highly dynamic and deliverable-oriented professionals for a better Indonesia :
Associate Director, (Grant) Partnerships
The
Associate Director reports to the GP Director, and is expected to
provide the overall management leadership for the Partnership Grant
portfolio that includes: managing resources
to ensure effective implementation; advancing dialogues and engaging
with relevant national and sub-national counterparts/programs to ensure
collaboration and synergy; responding to project’s issues and mitigating
risks; and managing the closeout of each project
and the exit strategy for the overall portfolio
Duties and Responsibilities:

Work
with the GP Facility (GPF) – The primary support function within Green
Prosperity Team for managing contractual relationships with the grantees
on the execution of
grant-funded activities that includes: overall oversight for compliance
against contractual terms and conditions; technical review and quality
of project milestones and deliverables; and management of the grant
funding.

Actively
Involved in the planning exercise of each individual project as well as
at the portfolio level, and ensure that GP Facility’s and
MCA-Indonesia’s resources are
sufficiently allocated and properly managed to support effective
implementation. The Associate Director is expected to enforce the use of
the full-suite of MCA-Indonesia’s planning and project management tools
which include but not limited to, QRD – a budget-driven
planning tool; PMIS for managing project schedule, tasking orders and
documentation on-line; procurement plan; and travel plan.

Provide
close oversight for each project’s implementation and the overall
portfolio (e.g. through progress meetings or join filed visits and other
means of monitoring and
evaluation) and keep track of progress, timeline and quality of each
grant-funded activities. The Associate Director is expected to be
proactive in identifying key challenges and work with grantees and other
national and sub-national counterparts as relevant
to resolve them (issues are managed and risks are mitigated). The scope
may include but not limited to administrative and technical, as well as
bureaucracy, regulatory and policy issues and other external issues
faced by the projects.
