Caritas Australia is
seeking a committed and dynamic Indonesian national to fill the position of Partnership
Accompaniment Officer. The Partnership
Accompaniment Officer is responsible for managing the day to day implementation
of Caritas Australia’s Indonesia program in-country. He/she works in close
collaboration with the Project Coordinator, Indonesia (based in Sydney) to
strengthen Caritas Australia’s program quality, effectiveness and learning in
Indonesia in line with the Agency’s Strategic Directions 2013-2018 and Integral
Human Development Framework.
This position will support
program management of both community development and emergency response
activities undertaken by Caritas Australia’s partner organisations in
Indonesia. The Partnership Accompaniment Officer supervises one direct report.
The position will be
based within Caritas Indonesia KARINA KWI offices in Matraman Jakarta.
Remuneration
IRD12,500,000 base
salary per month plus 13th month allowance plus employer
contribution to social security and insurance. The employee will be responsible
to arrange his/her own social security and insurance plans, and make applicable
payments.

The Indonesia program
has been in existence since the 1970’s. The
program has undergone constant change to meet the changing socio-political
landscape and changing of development needs and priorities. The current
strategy focuses on reaching the poorest of the poor through aid and
development partnerships with both church and secular local organizations
across the archipelago. While many of
the programs’ main focus is sustainable agriculture the major objective is to
equip poor families with knowledge and systems to increase their economic
well-being and resilience in innovative and environmentally sustainable ways,
also to improve health and disaster preparedness among poor rural families.
Position Impact
The Indonesia Partner Accompaniment Officer is
responsible for frontline representation and managing the day to day
implementation of CA’s Indonesia program in-country. This comprises management
of capacity building activities, and monitoring and evaluation of partner
programs.
In line with CA’s Strategic Directions period
2013-2018 and its associated funding cycle, this position has a 2 year focus. The Indonesia Partner Accompaniment Officer has further responsibility during
the period to 30/6/2018 for CA’s emergency response portfolio, through capacity
building in Disaster Risk Reduction and Management, and liaison with CA’s
Humanitarian and Emergency Group during any emergencies. The Indonesia Partner
Accompaniment Officer supervises one direct report, the Administration and
Communications Officer (part time position).
Challenges of this role

relationships with partner organisations and the communities they serve, across
a wide geographic area

Facilitating
emergency response activities while maintaining support to partners’ regular
programs
The
position is based in the office of Caritas Indonesia KARINA KWI in Jakarta but
will require regular visits to partner organisations across the country.
Primary Objectives /Job Environment
The Partner Accompaniment Officer is CA’s
representative in Indonesia. He/she works
in close collaboration with the Project Coordinator, Indonesia based in Sydney to
strengthen CA’s program quality, effectiveness and learning in Indonesia in line
with CA’s Strategic Directions 2013-2018 and CA’s Integral Human Development
Framework. During the applicable
Strategic Directions period and its associated funding period the primary
objectives are:
- Development and implementation of CA’s Indonesia program, with a focus on program quality and effectiveness, partner capacity building and learning, and program monitoring, reporting, accountability and risk management
- Supporting the development and implementation of the regional strategic plan and identifying potential new initiatives and /or partners
- Strengthening relationships with Caritas Indonesia KARINA KWI, other Catholic agencies and the broader church community
- Strengthening relationships with the Indonesian government, Australian government via DFAT in Jakarta and the Australian community in Indonesia
Major Accountabilities
1.
Program Management
·
Monitor the
implementation of the Indonesia Program including development and oversight of the
Indonesia Program budget and ensuring adequate project reporting
·
Manage the program
cycle including program and partner appraisal, monitoring and evaluation
internal and external reporting which is focused on outcomes and change in
peoples’ lives.
·
Mentor partners, Caritas
Indonesia KARINA KWI and diocesan
organisations and support their institutional strengthening, including helping them to build their networks.
·
In coordination
with Caritas Australia Humanitarian Emergencies Group (HEG), coordinate CA’s
support to Caritas partners in responding to natural disasters in Indonesia.
·
Provide support to
partners in terms of technical assistance and capacity building related to humanitarian
emergencies.
2.
Program Quality
·
Ensure projects are
regularly monitored and reviewed to assess the quality of implementation and
check progress against targets. Provide advice on implementation issues, and
advise partners on course corrections required to ensure that program
objectives are met. This would also
include facilitating program evaluations to determine the wider impact of
partner projects and programs.
·
Ensure that partner
projects are reaching, benefiting and empowering the poorest, marginalised and
vulnerable in supported communities.
3.
Networking and Representation
·
Represent CA in
appropriate Church and government meetings.
·
Foster and develop
strong networks with other CI agencies in Indonesia, including but not limited
to leadership in the core group.
·
Develop and support
local church and NGO networks in Indonesia.
·
Participate, where
possible, in appropriate government and NGO meetings relating to Indonesia.
4.
Resource
Management and Reporting
·
Manage funds
allocated to CA’s capacity building activities for its partners
·
Ensure partners
meet all contractual obligations (reporting, funding acquittals)
·
Supervise
in-country consultants for evaluations, audits and other designated activities.
·
Complete all
required reporting including DFAT-ANCP, monitoring trips and submit to CA
Sydney office within agreed deadlines
5.
Agency
/Team responsibility
·
Ensure that
sensitive issues internal to Indonesia are communicated appropriately to the
Sydney office.
·
Contribute where
practical to discussions within the International Programs team on emerging
themes, learnings, best practice and strategic planning.

The Partner Accompaniment Officer has decision-making autonomy for
day-to-day CA activities and supervising the Administration and Communications
Officer. For all other aspects, decision- making must be
done in consultation with the Project Coordinator, Indonesia and the South East
Asia Manager in Sydney.

Knowledge, Skills and Experience (selection criteria)
The successful candidate will demonstrate and provide examples from
their professional experience of the following essential skills;
Essential
- At least 5 years work experience in community development and emergency response management within the international aid and development sector, ideally with Church based agencies and local organisations.

Proven experience with community development methodologies and the understanding of strategies
for working with the poorest, marginalised and most vulnerable.
·
Experience managing development funds including
submitting proposals, reporting on and acquitting of funds.
·
Demonstrated experience in the
capacity building, mentoring and training of local staff and organisations in
program and organisational development. Able to provide advice and support
without assuming control.
·
Excellent communication
skills, both oral and written, in both Bahasa and English, including the
ability to convey ideas clearly and succinctly, write and edit analytical
reports, facilitate discussions and stimulate critical thinking
·
Relevant tertiary qualifications.
·
An understanding of and
willingness to work within the Catholic ethos.
Desirable
·
Familiarity with the Not-For-Profit and the
Catholic sector.
·
Experience working
with the Indonesian Catholic Church network.

experience in at least one of the following sectors: water and sanitation,
