The Government of Indonesia is committed to accelerating the pace of
poverty reduction and the President of Indonesia has declared that
poverty reduction is among the highest development priorities of his
administration. This commitment is reflected in Indonesia's national
medium‐term development plan Rencana Pembangunan Jangka Menengah
Nasional, RPJMN, 2015‐2019), with a target to reduce the poverty rate
from 11% in 2014 to 7‐8% by 2019. Indonesia's achievements to reduce
poverty have been significant: between 1999 and 2014, the poverty rate
reduced from 23.4% to 11.0%. However, almost 30 million Indonesians
continue to live below the poverty line, and around 99 million are
either living in or vulnerable to falling back into poverty.
Furthermore, inequality has risen significantly since the late 1990s
which can threaten both economic growth and stability. Key policies for
tackling poverty and inequality are investment in social protection and
widening access to decent work. Indeed, there is strong international
evidence that well-designed social protection can enable people to
access the labour market and participate in income generating
activities, while also helping generate higher economic growth.
In order to improve the effectiveness of targeting in the social protection programs, the Government Indonesia has been employing the unified database (UDB) since 2012. The database that consists of 40% of households in Indonesia with lowest economic status was developed in 2011 and only updated in four years afterward (in 2015) through a massive survey that costs the government budget up to IDR 1 Billion. Following the directive of the Vice President of Indonesia to establish a mechanism that allows more dynamic and cost-efficient updating of the UDB, TNP2K is developing an On Demand Application (ODA) mechanism to update the UDB. The development and implementation of ODA mechanism is in line with Indonesia Law no 13/2011 which mandated the state to enable the poor to actively nominate themselves as programs' beneficiaries, and subsequently receive equal and standardized treatment to determine their eligibility.
As Managing Contractor of MAHKOTA Program, Cardno is currently looking for an Monitoring and Evaluation Specialist for TNP2K. The Monitoring and Evaluation Specialist will will provide technical contributions in terms of monitoring and evaluation aspects of the development and implementation of Mekanisme Pemutakhiran Mandiri Data Terpadu PPFM (MPM/On Demand Application/ODA). S/he will be responsible for implementation of MnE activities in the pilot phase of MPM/ODA. S/he will also be responsible for the development of MnE framework for the nation-wide implementation of MPM/ODA, as well as providing technical supports for the improvement of governments' MnE capacity for MPM/ODA implementation. He/She will report to ODA/MPM Initiative Manager.
