USAID BERSAMA GBV Prevention Program in Papua and West Papua

Baseline Study

 

Winrock International is seeking a consultant, organization, or university to lead the design and implementation of a baseline study on Gender based Violence (GBV) in Papua and West Papua, which will provide information required to inform BERSAMA program strategies aimed at reducing GBV.  The baseline survey will be carried out between February and March 2017.

Organization and Project Background

Winrock International is a non-profit organization that works with people around the world to increase economic opportunity, sustain natural resources, and protect the environment. Winrock strengthens the capacity of women, children, youth, and civil society organizations to actively participate in local and national development and to transform their societies. Winrock International has extensive experience working in Indonesia. 

 

BERSAMA is a five-year, USAID-funded program grounded in locally driven strategies to reduce acceptance of GBV; improve services to GBV survivors; and strengthen local civil society organizations to increase their voice in the fight against GBV. BERSAMA will be implemented in Papua and West Papua, with limited engagement in Maluku and North Maluku on an as-needed basis.

Rationale and Objectives

The overall objective of the baseline study is to understand the social values, attitudes, and practices that influence the way targeted project communities perceive and respond to GBV, building on the existing data which have been gathered from previous surveys and studies. The study results will inform the design and refinement of locally relevant and effective project strategies for raising awareness about GBV, positively changing attitudes and behaviors, and improving service provision for survivors.

 

The baseline study will answer three primary research questions:

1.       What are the major factors that prevent victims of GBV from seeking or accessing services?

2.       What are the key social values that influence knowledge, attitudes, and practices and communication related to GBV and gender equality (both positively and negatively)?

3.       What are the main potential social support system for GBV victims and survivors that can be developed in conjunction with government services?

 

In addition, the study combines qualitative and quantitative method in exploring data to establish quantitative baseline values for select project performance indicators from BERSAMA’s Monitoring and Evaluation (M&E) Plan, which are listed in Annex 1. This will be the basis of comparison going forward.

 

Study Methodology

The consultant or firm is responsible for proposing appropriate study methodology. BERSAMA anticipates that the methodology will include mixed methods of both qualitative and quantitative research.  The working methods for this study involve, but are not limited to, desk review, surveys, in-depth interviews. Consultants are expected to carry out interviews to respondents representing village configuration in Kecamatan, gender, and age groups. BERSAMA staff, with support from Winrock HQ and USAID monitoring and evaluation (M&E) Experts, will provide significant input on survey design and methodology for survey administration to ensure best practices for measuring GBV.

 

Secondary data should be reviewed to the extent possible from various sources, including the appropriate government agencies, and other studies conducted in the project operating areas such as the recently completed USAID-funded UNDP GBV survey in September 2016; Partners for Prevention (P4P) Qualitative Study on Men’s Life Experience in Jakarta, Purworejo and Papua in 2014; and Komnas Perempuan Study on GBV of ‘Anyam Noken’ in 2012. BERSAMA will provide the consultant or organization with relevant reports.

 

Location: The baseline survey will take place in the following kapubaten and kecamatan. Specific survey locations will be decided in consultation with Winrock.

Schedule

The Baseline survey will be carried out for six to eight weeks as follows.  The timeline can be adjusted after mutual agreement between the consultancy firm and Winrock International.

Deliverables

The following deliverables are required by Winrock International/BERSAMA.  Deadlines for each deliverable should be included within the proposal and will be reviewed and finalized by Winrock at the beginning of assignment.  The deliverables include:

1. Final survey tools, instruments, and protocols used during the baseline assessment;
2. Field manual with protocol and implementation plan for survey team, enumerators/data collectors, and supervisors;
3. Training of required number of enumerators, supervisors, and data entry staff;
4. Electronic and hard files with all raw data – two copies – in SPSS or other format, including location data;
5. Log of analyses carried out during data analysis and report writing phase;
6. Facilitate a 1-day learning workshop/debriefing session to present the draft findings of the review to the BERSAMA Staff and other stakeholders and to gather feedback needed to finalize the report.
7. One printed and one electronic copy of the final report in English and Bahasa Indonesia, which must include but is not limited to the following sections:
1. Executive Summary
2. Background
3. Objectives
4. Survey Methodology (to include project/survey locations, sampling design and sample size; questionnaire design and development; training; field work; data entry and processing; data validation and triangulation; data analysis; limitations to the study).
5. Results presented in narrative and tables/graphs (based on primary and secondary data)
6. Recommendations
7. Annexes (to include references, questionnaire, etc)

 

Proposal requirements

• All delivered documents related to this assignment should be in English and Bahasa Indonesia;
• Proposals must be submitted electronically, with all pieces of the proposal labeled clearly;
• The maximum length for the proposal is 20 pages, single spaced.  The technical portion of the proposal should not exceed 10 pages.  Suggested breakdown is as follows:
• Cover page = 1 page; 
• Organizational profile, institutional capacity=4 pages.  The applicant must present in narrative format a description of: (a) company/individual profile (supplemental material could be placed in the annex), (b) the organizational/individual capacity to conduct the scope of work, (c) the organization’s/individual’s knowledge of GBV in the Indonesia context specifically in Papua and West Papua, (d) previous experience conducting similar work, (e) training capacity, and (f) letters of support or reference (placed in the annex).
• Technical proposal = 10 pages. The applicant should describe in the technical proposal their approach and methodology for the study.  Narrative describing the consultant’s plan for the questionnaire design and implementation; research team structure, including number of enumerators and supervisors; training for enumerators and supervisors; field work; data processing; data analysis, and final report.

 

 

 

 

 

• Cost/budget narrative = 5 pages.  The applicant must present a detailed financial proposal that covers the following items and includes a narrative on the assumptions behind the estimates:
• Salaries. Includes personnel for technical assistance, data collection, data entry, and analysis, e.g. staff, interviewers, supervisors, drivers, etc;
• Per diem and Travel. Includes daily costs for lodging and meals and incidental expenses during training and during field work; mode of transportation; vehicle rental; gas;
• Printing. Includes survey questionnaires, interview guides, final reports;
• Equipment. Includes any equipment the contractor may need to purchase (though this should be minimal at best if they already have the capacity to do the work);
• Communications. Includes telephone, email, computer, mobile phone etc;
• Supplies. Includes paper, pens, bags, other materials for field work;
• Training costs;
• Other relevant costs.

 

Winrock International/BERSAMA Indonesia will evaluate the proposals received on their technical merit and estimated costs.  Each proposal will be evaluated using the following criteria: Institutional Capacity/Institutional Credentials (30%), Technical Proposal (30%), Comprehensiveness – demonstrates a complete understanding of the SOW and all aspects of the technical design (10%) and Cost estimate (30%) – assessment of cost estimate against implementation plan.

 

Key Responsibilities

The company, organization, or university will be required to perform the following tasks, but will not be limited to these tasks:

• Work with the Winrock BERSAMA Project M&E Specialist, SBCC Specialist and Chief of Party (or designee) to develop final work plan and methodology prior to field visits to include proposed work plans, interviewee list, sampling methods and logistics etc;
• Consult with other relevant program staff, such as Social and Behavior Change Communications Advisor, Government Liaison Advisor, and Field Oversight Advisor for input.
• The consultant along with the BERSAMA point of contact staff will recruit and train enumerators and supervisors, including protocols for interviewing potential victims of GBV;
• Review all relevant project documentation including program description, M&E Plan, and annual work plan
• Design appropriate research tools for data collection and verification in communities and with key stakeholders using the appropriate quantitative and qualitative methods;
• Consolidate and analyze BERSAMA data, related to objectives, results and indicators outlined in the results framework of the project document;
• Complete a draft of baseline report, Winrock BERSAMA will review and provide feedback.  After revising the report to include Winrock BERSAMA’s feedback, the draft will be sent to USAID for feedback.
• Facilitate a 1-day learning workshop/debriefing session to present the draft findings of the review to the BERSAMA Staff and other stakeholders, to gather feedback on the findings and build consensus on recommendations, to develop action-oriented workshop statements on lessons learned and proposed improvements for the future.
• Complete the final report 7 days after this workshop  

 

 

 

 

Lead Investigator Profile

• Master’s Degree in social sciences, gender, development studies or related field;
• Strong background in gender and analytical skills;
• Knowledge and experience of working in Indonesia especially Papua and West Papua;
• Extensive knowledge and work experience of GBV programs and of the Indonesian context, particularly Papua and West Papua;
• Thorough knowledge of and experience in quantitative data analysis as it relates to GBV;
• Experience with using participatory approaches;
• Experience in conducting field research using qualitative and quantitative methods;
• Experience in consolidating and analyzing data, writing reports and in making recommendations;
• Ability to analyze and present complex data in a clear and understandable format;
• Excellent communication skills;
• Ability to manage the available time and resources and to work to tight deadlines;
• Available for the whole period of the baseline;
• Thorough knowledge of issues related to GBV

The study will establish quantitative baseline values for the following performance indicators from BERSAMA’s M&E Plan:

In addition, the baseline study will answer the following research questions, differentiated by location (kecamatan). These may be answered through a mix of survey interviews, focus group discussions, and key informant interviews.
