Background: The Indonesia Inclusive Workforce Development Partnerships (IWDP) Initiative is a five-year, $22.8 million, USAID-funded program that will promote more inclusive economic growth by improving access to workforce and entrepreneurial skills for poor and vulnerable youth. The IWDP team will provide USAID project implementers and workforce stakeholders with technical support, connections, and platforms to help build a more robust and responsive workforce development ecosystem. In addition to management support, capacity building, and coordination, DAI’s technical assistance will include identifying, piloting, and scaling new workforce development approaches and innovations. The ultimate goal of USAID’s inclusive workforce development work is to connect 200,000 poor and vulnerable young Indonesians with learning and livelihood opportunities. Objectives and Duties: The Monitoring and Evaluation Expert will be based in Jakarta and work with IWDP Initiative and grantee staff to lead the design and implementation of all M&E approaches, processes and reporting. S/he will also be responsible for ensuring that M&E data informs learning activities and adaptive management decisions, as well as guides internal and external project communications. The Expert will report to the Deputy Chief of Party. Specific tasks include. Essential Duties · Design, develop and manage all M&E designs, approaches and activities · Establish a baseline for all project and grantee activities and track progress at output, outcome, and impact levels · Harmonize M&E approaches of all partners and standardize collection tools and reporting schedules in order to effectively and consistently track and monitor performance during implementation, including beneficiary tracking · Work closely with the Deputy Chief of Party to implement the M&E Plan, ensuring that indicators, evaluation methodology, and data collection systems are appropriate and practical · Conduct research and collect information from activities to inform project and grantee evaluation · Manage and report data to USAID, and communicate learning and best practices among all project partners · Train staff on M&E data collection, survey protocols and data quality · Conduct regular and ad hoc data audits · Supervise the Knowledge Management and Communications Specialist, and M&E coordinators · Other duties as assigned by supervisor Qualifications · Bachelor’s degree in international development, education, monitoring and evaluation methodologies, or a related field · 5 years of experience required in the management and implementation of international development projects · Demonstrated experience in M&E for grants/cooperative agreement management, maintenance of financial and progress reporting required · Demonstrated ability to manage and train new sub-grantees, set realistic priorities, and plan for the successful implementation of programs required · Demonstrated ability to work well with teams of grantees · Excellent written and oral communication skills in English and Bahasa Indonesia
