Abt Associates has been selected by the Millennium Challenge
Account-Indonesia to implement the one-year Participatory Mapping and
Planning (PMaP) 6 project. Through this project Abt Associates will help
over 300 rural villages in fifteen districts throughout the country to
delineate and demarcate their boundaries and map their resources to
attract future investment in areas that will improve rural livelihoods
in an environmentally sustainable manner. In this project, Abt
Associates and its team of Indonesian specialists and subcontractors
will implement the 21-step Village Boundary Setting/Resource Management
(VBS/RM) methodology in collaboration with local communities and
government through a participatory process.
Abt Associates is seeking a GIS Coordinator that will directly report to
the project’s Chief of Party and be responsible for the operational
planning and implementation of the project’s technical
surveying/mapping. This position will identify, support, and oversee
Geospatial Database and Remote Sensing Consultants that will support
this component of the program and closely work with other technical and
implementation specialists on the project’s team. The position will be
based in Jakarta and require some travel to remote locations in the
field.
Roles and Responsibilities
a. Provide day-to-day technical and operational planning and
supervision of the technical surveying/mapping aspects of the
implementation of the participatory Village Boundary Setting and
Resource Mapping (VBS/RM) process of selected subdistricts and villages;
b. Participate in the district and subdistrict level planning
meetings and serve as the technical GIS resource person in all meetings
as needed;
c. Provide expert support to the District Coordinators, Kecamatan
Technical Working Group and the Village Participation Teams in regards
to GIS issues which may arise during the VBS/RM process;
d. Prepare data and materials related to the fieldwork for use in technical reports and presentations;
e. Coordinate directly with the Chief of Party, District
Coordinators, and other personnel in the planning, coordinating and
implementation of field work, office processing, and preparation of
reports and presentations;
f. Coordinate and liaise with BIG regarding technical GIS aspects of
VBS/RM including specifying data requirements and feeding to relevant
databases.
Minimum Qualifications
a. Academic degree in natural resource management, forestry,
geography, geodetic engineering, surveying and mapping, or related
field;
b. Minimum of five years of experience in use of GIS for natural resource analysis and mapping;
c. Demonstrated skill in management of technical teams and
communication and interaction with local government and community
representatives;
d. Knowledge of Unmanned Aerial Vehicle utilization for GIS mapping and surveying is an advantage;
e. Extensive knowledge of and experience in participatory methodologies;
f. Understanding of image orthorectification process and the ability
to implement an orthorectification process on satellite and airborne
imagery;
g. Skills in interpreting satellite imagery and/or aerial photos for map production;
h. Ability to travel to remote locations in Indonesia;
i. Fluency in Bahasa Indonesia;
j. Good level of oral and written communication in English.
