Abt Associates has been selected by the Millennium Challenge
Account-Indonesia to implement the one-year Participatory Mapping and
Planning (PMaP) 6 project. Through this project Abt Associates will help
over 300 rural villages in fifteen districts throughout the country to
delineate and demarcate their boundaries and map their resources to
attract future investment in areas that will improve rural livelihoods
in an environmentally sustainable manner. In this project, Abt
Associates and its team of Indonesian specialists and subcontractors
will implement the 21-step Village Boundary Setting and Resource Mapping
(VBS/RM) methodology in collaboration with local communities and
government through a participatory process.
Abt Associates is seeking a field-based Mapping and Surveying Specialist
to support and oversee work in assigned areas of NTB. The Mapping and
Surveying Specialist will report to the Geodetic Survey Coordinator
based in Jakarta and provide technical support to the technical teams
implementing the VBS/RM process on the ground. The position requires a
six-month posting commitment in NTB and extensive travel within the
region. Living and quarter’s allowance will be provided by the project.
Roles and Responsibilities
a. Provide day-to-day technical and operational planning and
supervision of the technical surveying/mapping aspects for
implementation of the participatory VBS/RM process;
b. Participate in the district and subdistrict level planning
meetings and serve as technical surveying / mapping resource as needed;
c. Provide support to the Field Coordinators, Kecamatan Technical
Teams, and the Village Participation Teams as needed in surveying
/mapping issues which arise during the VBS/RM process including:
• Identifying the locations to be mapped and develop the logistics and flights for the aerial image acquisition,
• Using UAS platform, image processing software, GPS technology and
GIS software to acquire, process, display and reproduce high resolution
geo-referenced imagery of critical cultural and natural resource areas
in each of the identified districts,
d. Prepare data and materials related to field work for use in for technical reports and presentations.
e. Ensure the work of survey contractor run as planned and is met with the requirement of PMaP 6 project;
f. Develop geo-database of village boundary pillars;
g. Coordinate directly with the Geodetic Survey Coordinator, Field
Coordinators, and other project staff in the planning, coordination, and
implementation of field work, office processing, and preparation of
reports and presentations;
Minimum Qualifications
a. Bachelor degree in geodetic surveying;
b. Three years professional experience as a land surveyor;
c. Extensive demonstrated experience in rural land surveying, geodetic control and boundary surveying and demarcation;
d. Demonstrated experience in the use of GNSS technology for
establishment of geodetic control, mapping and boundary setting’ in
remote areas and especially in areas with no continuous supply of
reliable electrical power;
e. Experience in processing survey GNSS data and UAS;
f. Knowledge in GIS will be an advantage;
g. Experience in the use of UAS for area surveying and mapping;
h. Ability to frequently travel to remote locations in Indonesia;
i. Fluency in Bahasa Indonesia and working knowledge of English;
g. Six month posting commitment in NTB; Lombok Island. Extensive travel within region is required.
