Project Overview
LINKAGES (Linkages across the Continuum of HIV Services for Key Populations Affected by HIV Project) is a five-year cooperative agreement led by FHI 360 and funded by the U.S. President's Emergency Plan for AIDS Relief. Pact, along with IntraHealth International and the University of North Carolina at Chapel Hill, are partnering with FHI 360 to conduct a range of activities to reduce HIV transmission among key populations and to improve their enrollment and retention in HIV care and treatment. Pact supports the LINKAGES project to strengthen the technical and organizational capacity of CSOs, government and provide capacity development support through provision of direct technical assistance as well as through South to South mentoring. The project is implemented in Jakarta and Papua.
 
Position Purpose
Reporting to the Deputy Country Representative, the  Capacity Development Advisor will be responsible for leading the roll out of capacity development activities across Jakarta and Papua. A successful applicant will work with the LINKAGES Indonesia team to implement capacity development strategies and approaches across the Continuum of Prevention and Care (CoPC), including the development, testing and scaling of tools, job aides, and monitoring frameworks. The Capacity Development Advisor will be responsible for the quality of the design and delivery of the program’s capacity development activities and must ensure that such activities are implemented in compliance with all donor, consortium, Pact, and project-specific policies. This position will be responsible for managing a small team of staff (2) in support of LINKAGES.
 
Key Responsibilities
·       Lead the delivery of all customized capacity development-related activities in diverse areas of organizational development and technical capacity development with local partner subgrantees.
·       Identify and lead opportunities for peer learning, including South 2 South mentoring among national and regional CSOs, networks of key populations, and government entities.
·       Develop and adapt materials and processes for capacity development of CSOs, including financial management, resource mobilization, human resource management, governance, grants management, monitoring and evaluation, outreach, community mobilization, demand creation, stigma, violence prevention and response, and adherence.
·       Conduct integrated technical and organizational capacity assessments (ITOCA), and Organizational Performance Index (OPI) with selected CSO and clinical partners.
·       Develop Institutional Strengthening Plans with CSOs.
·       Identify and supervise national and international consultants to provide short term technical assistance in organizational capacity development for CSOs.
·       Ensure integration of organizational and technical capacity development throughout the project.  
·       Lead in program monitoring, evaluating, learning and periodic reporting related to capacity building. Includes data collection, data quality assessments, data analysis, and preparing reports in English and Bahasa.
·       Coordinate with appropriate stakeholders in all aspects of activities planning, monitoring, and implementation, including but not limited to other LINKAGES staff, MoH, PACs, DACs, CSOs, and puskesmas.
·       Contribute to the development of annual work plans, performance monitoring systems and tools, and writing of program reports. Use of mobile technology to collect and report results.
·       Supervise LINKAGES capacity development team (2 staff). Includes training of staff, coaching, collaborative work planning, performance reviews, and other administrative tasks.
·       Actively participate in Pact’s capacity development Community of Practice. 
·       Travel frequently within Indonesia.
·       Perform other duties as assigned.
Basic Requirements
·       Masters or a related advanced degree in international development, organizational development, public health, business or public management or a related area.
·       5-7 years related experience in implementing technical and organizational capacity building programs.
·       Knowledge of community-based HIV/AIDS programming with a special focus on HIV prevention (SBCC, HTC), care, and/ treatment. 
·       Experience working with key populations including FSW, MSM, and PWID.
·       Proven skills in developing organizational capacity of partners in implementing HIV/AIDS programs, including development of training materials, assessments, facilitation, and data collection and analysis.
·       Fluency in Bahasa Indonesia and English.
·       Strong planning and inter-cultural communication skills required.
·       Ability to travel.
·       Indonesia resident (Indonesian nationals strongly preferred)
 
Preferred Qualifications
·       Experience working on PEPFAR funded projects and knowledge of US government rules and regulations.
·       Experience with personnel, budget and country operations management.
