GIZ for SFF-NDA: (Senior) Advisor on Institutional Development

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. The Study Expert Fund Support to the  National Designated Authority to the Green Climate Fund (SFF-NDA) is a joint project between the Ministry of Finance (Fiscal Policy Agency) and GIZ. The project is funded by the Federal German Ministry of Economic Cooperation and Development (BMZ).


The project aims at improving the institutional capacity of the Fiscal Policy Agency (BKF) as the National Designated Authority (NDA) to the Green Climate Fund (GCF) as the interface between the fund and the national level. The project among others will support the NDA in developing its operational procedures such as the no-objection procedure, the country programme, as well as support the NDA in stakeholder engagement.

For the purpose of the project implementation, GIZ is looking for candidate to fill in the following vacancy:

(Senior) Advisor on Institutional Development

A.     Responsibilities
  • Manage project activities conducted for the NDA
  • Provide technical advisory support as required by the NDA  
  • Liaise to the NDA
  • Build synergies between the NDA and stakeholders at the national and international level.  

In this context, the position holder fulfils the following tasks:

B.     Tasks

1.    Project Implementation
  • Design, implement and monitor project activities in the above-mentioned area of responsibilities
  • Develop and organise quality assurance measures and suggests necessary changes, improvements and initiatives.
  • Advise partner institutions on approaches and activities related to the above-mentioned area of responsibilities; 
  • Deals with the design, preparation and implementation of workshops, seminars and other events, which includes:
    • the elaboration of terms of reference;
    • the identification of national and international experts;
    • the provision of technical and organizational support to expert missions;
    • the communication and coordination of activities with Indonesian partner organizations such as the Ministry of Finance (NDA-GCF), and stakeholders at national and international level;
  • Develop and organise quality assurance measures and suggests necessary changes, improvements and initiatives.

2.    Networking and cooperation
  • Identify relevant stakeholders for private sector finance and engagement to investment on climate change mitigation projects, and ensures regular contact, dialogue and coordination with them;
  • Support cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with local communities, relevant organisations, non-governmental agencies and individuals in the programme environment and with other projects to improve and maintain good working relationships;
  • Actively develop synergies with other GIZ programs whose activities are related to private sector finance and engagement;
  • Communicate local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the programme;
  • Communicate and liaise with other donor programs whose activities are related to private sector finance and engagement.

3.    Knowledge management
  • Ensure knowledge transfer on private sector finance and engagement from experts to project partners and beneficiaries;
  • Develop ready-to-use strategies and technical concepts, including guidelines, manuals and procedures;
  • Draw up reports and presentations, and other documents;
  • Ensure the implementation of activities related including administrative management;
  • Support the project team with regard to reporting, monitoring and knowledge management.

4.    Coordination tasks
  • assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management;
  • coordinates project activities in consultation with the principal advisor, INFIS team and in cooperation with the partners, both with regards to implementation and organisational aspects;
  • compiles relevant information for joint activities and assignments;
  • handles order management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting);

5.    Other duties/additional tasks
  • performs other duties and tasks at the request of management
                                                                                       
C.     Required qualifications, competences and experience
  • Master degree or PhD in economics, finance, engineering, political science or relevant fields
  • At least 5 years’ professional experience in a comparable position.
  • Full working proficiency in English and Bahasa Indonesia is a must as well as strong writing and editing skills in both languages. Proficiency in German will be an advantage;
  • Good communication and presentation skills
  • Good working relations with various actors with regard to climate change policy, climate finance, and private sector finance;
  • Very good working knowledge of ITC technologies (related software, phone, email, internet) and computer applications (e.g. MS Office, CMS and publishing software);
  • Confidential handling of data and information;
  • Good interpersonal skills and commitment working in a team
  • Willingness to up-skill as required by the tasks to be performed – corresponding measures is agreed with management.
