GIZ Indonesia for ISED Project: Advisor Agriculture, DeveloPPP.de Pepper Bangka (duty location: Jakarta until end 2017, afterwards Lampung province)

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people’s living conditions on a sustainable basis. Since 1957, German Development Cooperation with Indonesia has been evolving steadily, adjusting its course to match Indonesia's development needs. GIZ has been working in Indonesia since 1975, mainly on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and other German Ministries, as well as other development partners and the private sector.

In the context of the bilateral development cooperation between the Governments of Germany and Indonesia, the new bilateral programme “Innovation and Investment for Inclusive Sustainable Economic Development (ISED)” will assist the Government of Indonesia and the private sector in strengthening the capacities of private and public actors for promoting inclusive and sustainable employment in Indonesia. It combines support for technical and vocational education and training (TVET) with those for private sector development (PSD) in a holistic approach.

In addition to working in the sector of tourism, a newly started DeveloPPP.de measure will be linked to ISED, namely “Improving the economical and technical competence of pepper farmers in Bangka” – or in short “Pepper Bangka”. The project is a DeveloPPP.de measure in cooperation with Verstegen Spices and Sauces BV. The objective is to strengthen the economic and technical competences of 1000 smallholder farmers in Bangka Island, enhance their productivity, improve their economic decision making power and overall enable them to comply with European and Japanese food safety standards.

Furthermore, more and more GIZ programmes engage into activities related to agricultural development and agribusiness. Engaging public partners hereby is key to ensure the sustainability of results and to align measures with government promotion programmes. Therefore, in the midterm, the position might be shared with another private sector cooperation project in the field of agriculture.  

GIZ is seeking one (1) qualified Indonesian candidates for the following position:

A.     Tasks – Advisor Agriculture, DeveloPPP.de Pepper Bangka 

1.      Project Management

• Ensures smooth implementation of the work packages of the DeveloPPP.de measure under responsibility of GIZ – this includes in particular the design, set-up and implementation of capacity measures for smallholder farmers;
• Prepares necessary documents for tenders and contracts (e.g. TOR);
• Coordinates and oversees sub-contractors in selected areas;
• Coordinates all other administrative processes relevant for implementation of the DeveloPPP.de project;
• Later supports the technical implementation as well as project management of other private sector cooperation projects in the field of agriculture.

2.      Networking and cooperation

• Works in very close cooperation with other project partners, namely Verstegen and PT Can;
• Creates and maintains a network to relevant NGOs and consulting service providers and other relevant actors for implementation of the project;
• Actively involves in stakeholder management, e.g. by connecting to local public sector if necessary;
• Feeds in the results and lessons learnt of the DeveloPPP.de project into ISED and into other relevant projects within GIZ;

3.      Knowledge management and Public Relations

• Regular documentation and reporting of project progress;
• Knowledge Management for responsible Outputs and Activities;
• Contribution to M&E;
• Development of Public Relations Products;

4.      Supporting functions

• Preparation of steering committee meetings, inclusive invitation management and documentation of results;
• Monitoring costs related to his/her field of activity and report to the Team Leader Inclusive Business on a regular basis;

B.     Required qualifications, competences and experience

 Qualifications

• University Degree in Economics, Social Science, Law and/or Development Studies.

 Professional experience

• At least 5 years’ professional experience;
• Proven working experience in development cooperation and/or public sector with relevance to private sector development projects proven experience with relevance to agriculture and agribusiness;
• Background knowledge on the commodity of pepper;
• Experience in implementing measures in the field of agriculture (working with smallholder farmers);

Other knowledge, additional competences

• Excellent language skills: Bahasa Indonesia and English (fluent in writing and speaking), ideally knowledge of German;
• Open and communicative personality, networked;
• Excellent management and organizational skills;
• Very good working knowledge of ICT (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office);

 Duty Station: Jakarta until end 2017, afterwards Lampung province
