Position Title                                        : Assistant Program Officer (APO) USAID CEGAH

JOB FUNCTION
  • Participate in strategic planning to develop, plan, implement, monitor, and evaluate the Foundation’s USAID CEGAH programs.
  • A main responsibility of the Assistant Program Officer under USAID CEGAH program is to assist Program Coordinator and Program Officer in managing a portfolio of grantees. S/he will assist organizing procurement/tender process, ensure program’s deliverables are clear, monitor and facilitate programs so they are met on time and within budget; obtain timely and compliant reports, assist collection and monitor output/deliverables. She will also be responsible in developing snapshot of partner’s program implementation and draft article for USAID CEGAH newsletter,
  • Working together with Program Officer to prepare regular monitoring and evaluation report, any narrative reports, monthly update and next monthly plan as needed by USAID in correspond with grantees, troubleshoot any emerging difficulties in reaching deliverables, and supervise preparation of grant administration by Grant Officer and Senior Program Assistant.
  • Drafting of terms of reference for program’s procurement/tender, consultants and coordination of technical assistance to national and local partners.
  • Develop and maintain contacts with other local and international NGOs working on anticorruption, legal and judicial reform issues, and raise the profile of the Foundation’s activities and ensure coordination.
  • Develop working relationships with government agencies at national, provincial, and local levels, to assist and strengthen USAID CEGAH program.
  • Attend regular and incidental program meeting at USAID CEGAH Office in The Asia Foundation and MSI.
  • Assist in preparation of quarterly and annual reports to our donors.
  • Support various aspects of financial management of the grants.
  • Understand and comply with requirements placed on the Foundation by our donors.
  • Respond to periodic requests from the Foundation’s San Francisco or Washington offices and USAID for program updates or examples of program impact.
  • Represent the Asia Foundation at conferences, events and donor coordination meetings (if needed).

REQUIREMENTS

Experience
  • Minimum of two years progressively working in the legal/judicial/anticorruption sector (either private or public sector; full time or part time). Fresh graduate is encouraged to apply.
  • Good program management and organizational skills. Ability to juggle a range of projects simultaneously with little supervision. Demonstrate sound judgment in decision-making;
  • Knowledge of anticorruption, legal and judicial reform issues in Indonesia;
  • Experience working with Indonesian judicial institution, NGOs at national and province/district level is an added value;
  • Experience in donor reporting, monitoring program implementation, working on budgets and handling routine financial management is an added value;
  • Prior experience on an international donor-funded program especially USAID program is highly desirable.
Education
  • Minimum of Bachelor Degree in law, international relation, public policy or other relevant area.  
Other
  • Able to work immediately is most preferably
  • Written and verbal fluency in English
  • Strong inter-personal and communication skills preferred.
  • Pro-active, ability to work in a team but also independently with minimum supervision. 
  • Ability to work in tight schedule and under pressure working environment.
  • Attention to detail, the ability to multitask, and organized work practices an asset.
  • Team-building and networking skills an asset.
