Catholic Relief
Services (CRS) is a US – based humanitarian and development organization
working in over 100 countries around the world to assist people victims of
disasters, people in need and the disadvantaged regardless of race, belief or
nationality. CRS has been operating in Indonesia since 1957 under the
Memorandum of Understanding with the Ministry of Social Affairs to provide both
humanitarian response and long-term development to the most vulnerable
communities. CRS Indonesia’s current strategy includes emergency preparedness
and response, disaster risk reduction, and integrated agriculture and livelihoods.
CRS/Indonesia is
currently hiring for several positions to implement Education and Socio-Economic
Assistance for Refugees in Jakarta Greater area in collaboration and
with support from United Nation High Commission for Refugees (UNHCR). All
positions will be based in Jakarta and led by a Program Manager.
Summary Responsibilities of each position is as follow (this is
not an exhausted list of job description):
1.
Education Project
Officer
Education Project
Officer will provide technical support to partner staff for the design and
conduct of all education activities, including the establishment and operation
of the accelerated learning program, accelerated learning program curriculum
development and adoption, organize educational assessments and facilitate
selected students to enroll in Indonesian schools.
Specific Qualifications for Education Officer:
•
Bachelor’s degree required in Education, Social Work, Community
Development or related field.

Experience:
•
Minimum of 6 years of work experience in development projects or
refugee support with focus on education
•
Additional education may substitute for some experience.
•
Experience monitoring projects and collecting relevant data
preferred
•
Understand and has experience managing informal education (Kejar
Paket A, B, C) and formal education learning for children of elementary and
middle school ages
2.
Socio-economic
Project Officer
Responsible for
working directly with the Program Manager, Socio-economic Field Officers
(assessors), partners and refugee representatives, government officials and
other organization, and coordinating the day-to-day implementation of the
Monthly Socio-economic Assistance (MSA) activities to serve refugees in
Jadetabek area. He/she will directly supervise three Socio-economic Field
Officers (assessors) and coordinates the assessors to regularly assess the
refugees’ socio-economic conditions, including home visits to the refugees’
houses. This position will also conduct regular visits to project partner
offices and sites and review data collection systems on socio economic survey
to ensure data quality and appropriateness of practices.
Specific Qualifications for Socio-economic Project Officer:
•
Bachelor’s Degree in Social Work, Community Development, or any
relevant course.
•
Minimum of 4 years of work experience in community development,
mobilization and/or information management.
•
Experience in socio economic data collection
•
Experience mobilize the target beneficiary/refugee for related
event as needed
3.
Monitoring,
Evaluation, Accountability, Learning (MEAL) Officer
The MEAL Officer
is responsible for implementing monitoring, evaluation, accountability and
learning (MEAL) initiatives for CRS Indonesia, which could include the project,
Education and Socio Economic Assistance for Refugees in Jakarta. The MEAL
Officer’s role includes but is not limited to:
the development of gender and protection-sensitive standardized data
collection tools and database systems, frequent data collection, verification
of results reported, analysis and presentation of findings and project
progress, implementation of project accountability mechanisms, and the
provision of feedback to partners. The MEAL Officer will ensure that systems
are in place to measure programs’ impact and progress, and that data is readily
available to be used as a foundation for programmatic adjustments and
evidence-based decision-making
Specific Qualification for MEAL Officer:
•
Bachelor’s degree in the social sciences, statistic or other
related fields required. A Master’s
degree in relevant field is an advantage
•
Minimum of 3 years’ experience in M&E
•
Experience with digital data collection preferred and Information
Communication Technology For Development (ICT4D).
•
Highly skilled in developing monitoring and evaluation form,
monitoring and evaluation reporting including technical writing on the MEAL
such as dashboard management or infographic reporting
•
Understand and experience in designing and implementing
accountability and learning strategy for community development or other refugee
programs
4.
Finance Officer
The Finance
Officer will support in the financial management and implementation of MSA
interventions for refugees in Jakarta Greater area, in compliance with CRS’
established accounting standards, Generally Accepted Accounting Principles
(GAAP), donors’ rules and regulations, and legal requirements to support
high-quality programs serving the poor and vulnerable. The Finance Officer will
also conduct regular financial supervision and check and review partners
financial report, and
provide capacity
building for partners or vendors/financial service provider as necessary to
maintain efficient functioning of cash transfer system and general financial
operation.
Specific Qualifications for Finance Officer:
•
B.A.
degree in Accounting, Finance, Economics, Business Administration strongly
preferred. Courses in accounting, or a qualification in accounting (CPA/ACCA or
equivalent).
•
Proficient
in Excel and experience with Word and PowerPoint. Knowledge of Sun-Systems
financial accounting package or similar financial reporting software a plus
•
Minimum
of 3 years accounting experience, preferably with an international or local
NGO, or a financial/banking institution.
•
Familiarity
the relevant public donors’ regulations preferred.
•
Knowledgeable
in online transaction and Information, Communication and Technology for
financial system is plus
•
Excellent
analytical skills with ability to detect and report inconsistencies
•
Excellent
organizational skills with great attention to detail
5.
Field
Officers/Assessors (3 positions)
As a member of
the CRS - UNHCR project team, you will be responsible for working under
supervision of the Socio-economic Project Officer to regularly assess and
analyze the target refugees’ socio-economic situation, and provide
recommendation to CRS and UNHCR for provision of MSA to the most vulnerable
refugees. Your thorough and service-oriented approach will ensure that the
project consistently applies best practices and constantly works towards
improving the impact of its benefits to those we serve.
Specific Qualifications for Assessors:

Bachelor’s Degree in Social Work, Community Development, or any
relevant course.
·
Minimum of 3 years of work experience in survey, assessment and
general community development
·
Observant,
active listening and analytical skills with ability to make sound judgment
·
Proficient
in MS Office programs, understand basic statistic will be preferable
General Qualifications for all positions:
·
Good interpersonal skills and the
ability to interact effectively with the beneficiary /refugees of different
background (faiths, cultures, nationalities, etc.)
- Experience working with international NGO
- Experience working in protection and gender related program activities
- Experience working with refugees from different countries is preferable
- Understand refugees and protection issues
- Acceptance of cultural differences among the target communities
- Attention to details, accuracy and timeliness in executing assigned responsibilities
- Results-oriented and service-oriented
- Proficient in MS Office programs, understand basic statistic will be preferable
- Ability to embrace working under pressure
- Ability to work quickly and efficiently in protection sensitive environments
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), including web-based survey tools
- Good command of Bahasa Indonesia and English both oral and writing. Understand Farsi or Arabic is a plus
