POSITION SUMMARY
The
Field Study Coordinator is responsible for all aspects of the field coordination
and management of an implementation HIV research study in Indonesia. The HIV
Awal (Early) Testing and Treatment Indonesia (HATI) Study aims to improve
testing rates, antiretroviral treatment uptake, retention on treatment and
ultimately the proportion of those newly diagnosed with HIV who have
undetectable HIV viral load, among key populations at four sites in Indonesia.
This implementation
research study is funded by the
Australian Government Department of Foreign Affairs and Trade and the World
Health Organization. The study involves a broad collaboration with clinical
researchers at four academic sites in Indonesia, Kirby Institute, WHO
Indonesia, MOH Indonesia, and community groups.
This position will be based in Bandung Indonesia,
and contracted through University of Gadjah Mada as a main direct employer and will involve frequent travel for meetings
and other 3 (three) site visits.
This role is essentially recruited to
coordinate, stimulate and backstop the kickstart
of a new phase of the study aiming to the implementation of 5 specific interventions.

Overview
Description of the four Indonesian HATI sites
The HATI Study involves collaborating with four of the leading HIV
treatment and research institutes in Indonesia. The principal investigators (PI’s)

Description of the five interventions
1. Oral fluid-based
testing (self-testing) as a strategy to overcome barriers to testing
2. Simplification of
ART initiation to
overcome barriers to early ART initiation in a one-stop
service
3. CBOs and
Brothel-based early ART initiation in a one-stop
service
4. SMS
reminders to increase treatment adherence
5. Motivational
Interviewing Approach to increase treatment uptake & adherence
KEY DUTIES & RESPONSIBILITIES
1.
Overall
·
Coordinate and manage all aspects
of the Kirby Institute’s field contribution to and oversight of the HATI Study
in Indonesia.
·
In collaboration with PI’s, SC’s
and all study teams and WHO develop trial protocols and related documents
including participant information sheet and informed consent forms, case report
forms (CRFs), standard operating procedures (SOPs) and training materials.
·
Work with PI’s, SC’s and all study
teams on training and support of study
staff, including site coordinators, clinic and community-based teams, data management
staff, and WHO Indonesia
·
Assist with the development of activity
and financial reports and monitor budgets and ensure compliance with reporting
requirements, including the preparation of progress reports
·
Work with Indonesian counterparts,
including site coordinators, clinic and community-based teams, data management
staff, operations and logistics officers;
to ensure the trial is conducted as per the trial protocol and in accordance with International Conference on
Harmonisation Good Clinical Practice (ICH GCP) requirements.
·
Work with data management staff to
ensure that trial databases are current, complete and accurate, providing
guidance and training where appropriate.
·
Build
relationships and collaborate with participating in-country institutions,
stakeholders and partners regarding trial conduct and progress.
·

in other activities as required
2. Specifics - in phase 2 – intervention implementation,
2.1.
The main responsibilities of this
overall field-coordination role for HATI study implementation-phase are centred on:
- Facilitating the implementation of the 5 interventions with
a specific role of field coordination in charge of:
1. Oversight and support of the study
implementation phase from the very beginning,
especially for responsibilities
that are not possible to assume from distance (see below);
2. Assume the role of itinerant main hub
for the 4 implementing sites, including
all Indonesian stakeholders, WHO and Kirby Institute
3. Facilitating the resolution of problems
by looking into resources and existing possible ways of resolve
4. Maintain close relation with four principal investigators at each site as well as maintaining good
relations with study coordinator both Indonesia and Australia team.
5. Keep track on weekly study reporting,
especially generated report from hub data manager in Bandung
6. Support sites in coordinating closely
with Provincial and District health office
7. Specifically liaise closely with HATI
Kirby study/project Coordinator about all issues regarding study conduct.
8. Develop and maintain project management
plans and budgets in collaboration with KI Coordinator and stakeholders
2.2.
Main objectives of the first 6-month mission: These responsibilities include the following main achievements:

Kickstart the
study in its implementation phase
·
Smooth
introduction of the study/implementation
to all health facilities (16 of them at the start)
·
Oversight
and support of the implementation of all 4 implementing sites and facilities
·
Support,
facilitation and coordination among the 4
sites,
·
close
supervision of each site and each implementing facility
·
Monitoring
of implementation during the initial period of implementing phase.
2.3.
Main
accountabilities of the position: this
role will be looking in particular at the accomplishment
of the following tasks:
·
clarifying
the advocacy to PHO and DHO with the support of NAP for implanting the study
outside national policy guidelines
·
Suggesting
a consensual and agreed way of launching the interventions (e.g.: all
5 in parallel, or 1
per main responsible site, then sequential with progressive initiation
in others sites by leadership swap after troubleshooting, etc.)
·
define
all problems and troubleshoot of
interventions before the launch (including lesson learnt before a sequential
launch on other sites)
·
project
timeline: monitoring that the project timeline is in place and if not, looking
for explanation and solutions
·
backstop
and troubleshoot any kind of project-type
issue for the implementation of the 5 interventions as a whole, through the HATI
established system including:

budgets
(design, follow-up and reporting)

data
management support: extract SIHA data via DHO password/follow-up
weekly data report (MS access for quantitative data collection; Redcap behavioural data; SIHA ecological data)

all reports

If the solution of problems cannot be located, escalate the issue to all PI’, Kirby Institute and WHO
·
assess
and organise in the field the possible
digital development for web collaborative platform application (e.g. Trello https://trello.com/) that will minimise the travel and coordination tasks

the works assisted by the collaborative web
platform
·
Report
to the designated main coordinating PI or site lead for each intervention
SELECTION CRITERIA
·
A degree in a relevant discipline,
including medical laboratory sciences, medicine, biostatistics, epidemiology,
social science or public health.
·
Proven
experience in study coordination
·
Proven experience in the establishment
and conduct of health research studies, preferably in a developing country
setting, including regulatory and ethical aspects.
·
Proven experience in the
management of data from large-scale
clinical or public health projects.
·
Experience
in Indonesia
·
Familiar
with the public health system and HIV service provision in Indonesia
·
With
relevant experience in project management and coordination
·
Financial management experience
including budgeting, financial monitoring and reporting
·
Excellent communication and
interpersonal skills especially across socio-cultural contexts.
·
Familiarity
with Indonesian culture and language
·
Able to
work in both Indonesian and English
·
Able to
travel frequently between sites
